The department of management, in consultation with 3 the departments and agencies and the judicial branch listed 4 in subsection 1, shall identify and implement the reductions 5 in subsection 1 with respect to the appropriate general fund 6 appropriations. Within fifteen days of the effective date of 7 this section, the department of management shall transmit a 8 report to the general assembly and legislative services agency 9 listing the appropriation reductions applied. 10 3. In order to implement the reductions in subsection 1, 11 the departments and agencies and the judicial branch may adjust 12 allocations made from appropriations that are being reduced. 13 4. In order to implement the reductions in subsection 1, the 14 department of management may reduce a standing appropriation to 15 a department or agency required to reduce expenditures pursuant 16 to subsection 1. 17 Sec. 2. LIMITATIONS OF STANDING APPROPRIATION —— FY 18 2017-2018. Notwithstanding the standing appropriation in the 19 following designated section for the fiscal year beginning July 20 1, 2017, and ending June 30, 2018, the amount appropriated from 21 the general fund of the state pursuant to the section for the 22 following designated purpose shall not exceed the following 23 amount: 24 For regional tourism marketing under section 99F.11, 25 subsection 3, paragraph “d”, subparagraph (2): 26 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 750,000 27 Sec. 3. SUPPLEMENTAL REIMBURSEMENT FOR GROUND EMERGENCY 34 MEDICAL TRANSPORTATION PROVIDED TO MEDICAID BENEFICIARIES. The 35 -4- SF2117.3123 (3) 87 tm/rn 4/ 7
department of human services shall submit a Medicaid state 1 plan amendment to the centers for Medicare and Medicaid 2 services of the United States department of health and human 3 services to request authorization to establish and administer a 4 methodology to provide supplemental reimbursement to eligible 5 ground emergency medical transportation providers that provide 6 ground emergency medical transportation services to Medicaid 7 beneficiaries. For purposes of this section, “eligible ground 8 emergency medical transportation provider” means a provider who 9 provides ground emergency medical transportation services to 10 Medicaid beneficiaries and is enrolled as a Medicaid provider 11 during the period being claimed. 12 The emergency medical transportation intergovernmental 13 transfer obligation under this section is contingent on 14 continuation of the federal Medicaid funding methodology on the 15 effective date of this Act. Should the federal methodology 16 change after the effective date of this Act, the department 17 will no longer be obligated to fund this intergovernmental 18 transfer. 19 Sec. 5. LEGISLATORS’ PER DIEM FOR THE 2018 REGULAR 20 SESSION. Notwithstanding section 2.10, subsection 1, to the 21 contrary, members of the Eighty-seventh General Assembly shall 22 be limited to the receipt of a per diem for expenses of office 23 for the Second Regular Session convening in 2018 for a maximum 24 of ninety calendar days rather than one hundred calendar days. 25 Sec. 6. 2017 Iowa Acts, chapter 169, section 17, subsection 26 1, paragraph a, subparagraph (1) is amended to read as follows: 27 (1) For the purposes of providing assistance under the high 28 quality jobs program as described in section 15.335B : 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 15,900,000 30 5,900,000 31 Sec. 7. 2017 Iowa Acts, chapter 170, section 5, subsection 32 1, is amended to read as follows: 33 1. the fiscal year beginning July 1, 2017, and ending June 30, 1 2018, are reduced by the following amount: 2 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 3 1,000,000 4 Sec. 8. 2017 Iowa Acts, chapter 174, section 31, subsection 5 1, paragraph c, subparagraph (3), is amended to read as 6 follows: 7 (3) (a) For the fiscal year beginning July 1, 2017, the 8 graduate medical education and disproportionate share hospital 9 fund shall remain at the amount in effect on June 30, 2017 , 10 except that the portion of the fund attributable to graduate 11 medical education shall be reduced in an amount that reflects 12 the elimination of graduate medical education payments made to 13 out-of-state hospitals . 14 (b) Effective March 1, 2018, a hospital that is located 15 in Iowa, is classified as state government-owned or nonstate 16 government-owned, and qualifies for graduate medical education 17 or disproportionate share hospital payments shall transfer 18 to the medical assistance program an amount equal to provide 19 the nonfederal share for a graduate medical education and 20 disproportionate share hospital payment. Distribution of the 21 payments shall be made on a monthly basis. A hospital that 22 meets the specified conditions shall receive and retain one 23 hundred percent of the total graduate medical education and 24 disproportionate share hospital payments. 25 Sec. 9. REPEAL. 2017 Iowa Acts, chapter 170, section 18, 26 is repealed. 27 DIVISION II 28 SUPPLEMENTAL APPROPRIATIONS 29 Sec. 10. INDIGENT DEFENSE. There is appropriated from the 30 general fund of the state to the office of the state public 31 defender of the department of inspections and appeals for the 32 fiscal year beginning July 1, 2017, and ending June 30, 2018, 33 the following amount, or so much thereof as is necessary to 34 supplement appropriations made for the following designated 35 -6- SF2117.3123 (3) 87 tm/rn 6/ 7
