In
addition
to
the
collaborative
analysis
of

dementia-specific
care
in
the
state
as
required
in
division
12
XXII
of
this
2017
Act,
the
department
on
aging,
department
of
13
public
health,
department
of
inspections
and
appeals,
and
the
14
department
of
human
services
shall
facilitate
a
stakeholder
15
workgroup
to
examine
options
for
designating
or
establishing
16
a
facility
to
provide
care
for
elderly
individuals
who
are
17
sexually
aggressive,
combative,
require
dementia-specific
care,
18
or
have
other
unmet
geropsychiatric
needs.
19
b.
The
membership
of
the
stakeholder
workgroup
shall
20
include
but
is
not
limited
to
representatives
of
all
of
the
21
following:
22
(1)
The
departments
of
inspections
and
appeals,
human
23
services,
corrections,
and
public
health,
the
department
on
24
aging,
the
state
public
defender,
the
office
of
ombudsman,
the
25
office
of
long-term
care
ombudsman,
and
the
judicial
branch.

(2)
Consumers
of
services
provided
by
long-term
care
27
facilities
and
family
members
of
consumers.
28
(3)
Leadingage
Iowa,
the
Iowa
health
care
association,
and
29
the
Iowa
association
of
community
providers.
30
(4)
Direct
care
workers
providing
care
in
long-term
care
31
facilities.

(5)
Iowa
legal
aid.
33
(6)
AARP
Iowa
chapter.

The

The
stakeholder
workgroup
shall
consider
options
for

designating
or
establishing
a
facility
as
specified
in
this
4
subsection
and
shall
consider
whether
a
long-term
care
facility
5
should
have
the
ability
to
refuse
admission
to
or
discharge
6
from
a
facility,
individuals
who
are
sexually
aggressive,
7
combative,
or
have
unmet
geropsychiatric
needs.
The
workgroup
8
shall
identify
the
characteristics
of
individuals
who
are
9
sexually
aggressive,
combative,
or
have
unmet
geropsychiatric
10
needs;
review
workforce
needs,
recruitment,
training,
and
11
compensation
necessary
to
maintain
such
a
facility;
review
12
requirements
to
receive
Medicaid
reimbursement
for
such
13
a
facility;
provide
cost
projections
associated
with
any
14
recommendations
made;
and
review
any
other
relevant
issues.

d.
The
stakeholder
workgroup
shall
provide
a
report
to
16
the
interim
study
committee
created
pursuant
to
subsection
17
2
no
later
than
October
31,
2017,
detailing
its
findings
18
and
recommendations
for
further
review
by
the
interim
study
19
committee.
20
2.
The
legislative
council
is
requested
to
establish
an
21
interim
study
committee
for
the
2017
interim
to
examine
options
22
for
designating
or
establishing
a
facility
to
provide
care
for
23
elderly
individuals
who
are
sexually
aggressive,
combative,
or
24
have
unmet
geropsychiatric
needs.
The
interim
study
committee
25
shall
meet
to
receive
and
review
the
report
of
the
stakeholder
26
workgroup
established
pursuant
to
subsection
1,
and
the
interim
27
study
committee
shall
submit
its
report,
including
findings
and
28
recommendations,
to
the
governor
and
the
general
assembly
by
29
December
15,
2017.
