Senate File 457 S-3223 Amend Senate File 457 as follows: 1 1. By striking everything after the enacting clause and 2 inserting: 3 < Section 1. NEW SECTION . 135.191 Stroke care —— continuous 4 quality improvement. 5 1. A nationally certified comprehensive stroke center 6 or a nationally certified primary stroke center operating 7 in the state shall report to the statewide stroke database 8 data consistent with nationally recognized guidelines on the 9 treatment of individuals with confirmed cases of stroke within 10 the state. If a nationally certified comprehensive stroke 11 center or nationally certified primary stroke center does not 12 comply with this subsection by reporting data consistent with 13 nationally recognized guidelines, the department may request a 14 review of the certification of the comprehensive stroke center 15 or the primary stroke center by the certifying entity. 16 2. The department, in partnership with the university of 17 Iowa college of public health, department of epidemiology, 18 shall do all of the following: 19 a. Maintain or utilize a statewide stroke database that 20 compiles information and statistics on stroke care which aligns 21 with nationally recognized stroke consensus metrics. 22 b. Utilize the get with the guidelines-stroke data set 23 platform or a data tool with equivalent data measures and with 24 confidentiality standards consistent with federal and state law 25 and other health information and data collection, storage, and 26 sharing requirements of the department. 27 c. Partner with national voluntary health organizations and 28 stroke advocacy organizations that plan for achieving stroke 29 care quality improvement to avoid duplication and redundancy. 30 d. Encourage nationally certified acute stroke-ready 31 hospitals and emergency medical services agencies to report 32 data consistent with nationally recognized guidelines on the 33 treatment of individuals with confirmed cases of stroke within 34 the state. 35 -1- SF457.1668 (2) 87 pf/rj 1/ 2 #1.
Sec. 2. CONTINGENT IMPLEMENTATION —— UTILIZATION OF 1 EXISTING RESOURCES. Implementation of this Act shall not 2 require the appropriation of additional funding to the 3 department of public health, but is contingent upon the 4 utilization of existing resources by the department. > 5 2.
