The department of public health and the 13 department of education shall convene a student health 14 working group to review state-initiated student health 15 requirements, including but not limited to requirements 16 relating to dental and vision health screenings under 17 sections 135.17 and 135.39D, blood lead testing under 18 section 135.105D, and immunizations under section 19 139A.8, and other related requirements imposed on 20 public schools. The working group shall study measures 21 for implementing such student health screening 22 requirements while reducing the administrative burden 23 such requirements impose on public schools. The 24 working group shall develop a uniform enforcement 25 framework that includes a single method for enforcement 26 of the current student health requirements and related 27 data collection. 28 2. Members of the working group shall include the 29 following: 30 a. (4) The school administrators of Iowa. 1 (5) The Iowa school nurse organization. 2 (6) The Iowa dental association. 3 (7) The Iowa optometric association. 4 (8) The area education agencies. 5 (9) The Iowa academy of family physicians. 6 b. Four legislative members who shall be 7 appointed as ex officio, nonvoting members with one 8 member to be appointed by each of the following: 9 the majority leader of the senate, the minority 10 leader of the senate, the speaker of the house of 11 representatives, and the minority leader of the house 12 of representatives. 13 3. a. The working group shall elect a chairperson 14 and vice chairperson from the voting members appointed. 15 b. A majority of the voting members of the working 16 group shall constitute a quorum. 17 4. The department of public health and the 18 department of education shall work cooperatively to 19 provide staffing and administrative support to the 20 working group. 21 5. The working group shall submit its uniform 22 enforcement framework, findings, and recommendations to 23 the general assembly not later than December 31, 2017. > 24 9.
