an

1.
Except
in
the
case
of
a
medical
emergency,
as

defined
in
section
135L.1
,
for
any
woman,
the
physician
7
shall
certify
both
of
the
obtain
written
certification

from
a
woman
of
all
the
following
at
least
seventy-two
9
hours
before
performing
an
abortion:

1.
a.
That
the
woman
has
been
given
the
11
opportunity
to
view
an
ultrasound
image
of
the
fetus
as
12
part
of
the
standard
of
care.

2.
b.
That
the
woman
has
been
provided
information
14
regarding
the
all
of
the
following,
based
upon
the
15
materials
developed
by
the
department
of
public
health
16
pursuant
to
subsection
2:
17
(1)
The
options
relative
to
a
pregnancy,
including
18
continuing
the
pregnancy
to
term
and
retaining
parental
19
rights
following
the
child’s
birth,
continuing
the
20
pregnancy
to
term
and
placing
the
child
for
adoption,
21
and
terminating
the
pregnancy.
22
(2)
The
indicators,
contra-indicators,
and
risk
23
factors
including
any
physical,
psychological,
or
24
situational
factors
related
to
the
abortion
in
light
of
25
the
woman’s
medical
history
and
medical
condition.

2.
The
department
of
public
health
shall
make
27
available
to
physicians,
upon
request,
all
of
the
28
following
information:
29
a.
Geographically
indexed
materials
designed
to
30
inform
the
woman
of
public
and
private
agencies
and
31
services
available
to
assist
a
woman
through
pregnancy,
32
at
the
time
of
childbirth,
and
while
the
child
is
33
dependent.
The
materials
shall
include
a
comprehensive
34
list
of
the
agencies
available,
categorized
by
the
type

of
services
offered,
and
a
description
of
the
manner
by

which
the
agency
may
be
contacted.

b.
Materials
that
encourage
consideration
of

placement
for
adoption.
The
materials
shall
inform

the
woman
of
the
benefits
of
adoption,
including
5
the
requirements
of
confidentiality
in
the
adoption
6
process,
the
importance
of
adoption
to
individuals
and
7
society,
and
the
state’s
interest
in
promoting
adoption
8
by
preferring
adoption
over
abortion.
9
c.
Materials
that
contain
objective
information
10
describing
the
methods
of
abortion
procedures
commonly
11
used,
the
medical
risks
commonly
associated
with
each
12
such
procedure,
and
the
possible
detrimental
physical
13
and
psychological
effects
of
abortion.

3.
For
the
purposes
of
this
section,
“medical
15
emergency”
means
a
condition
which,
based
on
the
best
16
clinical
judgment
of
the
physician,
necessitates
17
an
abortion
to
preserve
the
life
of
the
woman
or
to
18
avert
a
serious
risk
to
the
woman
of
substantial
and
19
irreversible
physical
impairment
of
a
major
bodily
20
function.
