Rights

conception

1.
The
sovereign
state
of
Iowa
recognizes
that
life
6
is
valued
and
protected
from
the
moment
of
conception,
7
and
each
life,
from
that
moment,
is
accorded
the
same
8
rights
and
protections
guaranteed
to
all
persons
by
the
9
Constitution
of
the
United
States,
the
Constitution
of
10
the
State
of
Iowa,
and
the
laws
of
this
state.
11
2.
This
section
shall
not
be
construed
to
create
12
or
recognize
a
right
to
an
abortion,
to
impose
civil
13
or
criminal
liability
on
a
woman
upon
whom
an
abortion
14
is
performed,
or
to
prohibit
the
use
of
any
means
of
15
contraception.

3.
For
the
purposes
of
this
section:
17
a.
“Abortifacient”
means
a
method
of
inhibiting
the
18
development
of
a
human
pregnancy
at
any
stage
following
19
conception.

b.
“Abortion”
means
as
defined
in
section
146.1.
21
c.
“Conception”
means
the
process
of
combining
the
22
male
gamete,
or
sperm,
with
the
female
gamete,
or
ovum,
23
resulting
in
a
fertilized
ovum
or
zygote.
24
d.
“Contraception”
means
a
method
of
inhibiting
the
25
development
of
a
human
pregnancy
at
any
stage
prior
26
to
conception.
“Contraception”
does
not
include
an
27
abortifacient.
28
Sec.
2.
APPELLATE
JURISDICTION.
The
Iowa
supreme
29
court
shall
not
have
appellate
jurisdiction
over
the
30
provisions
of
this
Act.
31
Sec.
3.
SEVERABILITY
CLAUSE.
If
any
provision
32
of
this
Act
or
its
application
to
any
person
or
33
circumstance
is
held
invalid,
the
invalidity
does
not
34
affect
other
provisions
or
application
of
this
Act

which

effect
without

invalid
provision

or
application,
and
to
this
end
the
provisions
of
this

Act
are
severable.

Sec.
4.
EFFECTIVE
UPON
ENACTMENT.

Act,

immediate
importance,
takes
effect
upon

enactment.
