PUBLIC EMPLOYEE COLLECTIVE BARGAINING 4 STUDY COMMITTEE. 5 1. The public employment relations board shall 6 establish a public employee collective bargaining study 7 committee. The study committee shall conduct a study 8 on the effectiveness and efficiency of the collective 9 bargaining process under chapter 20 and the impact of 10 the collective bargaining process on the delivery of 11 high-quality, cost-effective public services and the 12 maintenance of a high-skilled public sector workforce 13 in this state. 14 2. The public employment relations board shall 15 select members of the public employee collective 16 bargaining study committee which shall consist of the 17 following members: 18 a. A representative of the state. 19 b. A representative of the state board of regents. 20 c. A representative of a community college. 21 d. A representative of a county. 22 e. A representative of a city. 23 f. A representative of a school district. 24 g. A representative of the largest statewide 25 employee organization representing state employees. 26 h. A representative of the largest employee 27 organization that represents school district employees. 28 i. A representative of an employee organization 29 representing police officers. 30 j. A representative of an employee organization 31 representing fire fighters. 32 3.
