REFORM

STUDY
COMMITTEE.

1.
For
purposes
of
this
section,
“public
employee”
6
means
an
employee
of
the
state,
including
an
employee
7
of
the
state
board
of
regents
and
institutions
8
governed
by
the
state
board;
a
county;
a
city;
a
school
9
district,
an
area
education
agency,
or
a
community
10
college;
or
any
other
political
subdivision.
11
2.
The
insurance
division
of
the
department
of
12
commerce
shall
establish
a
public
employee
health
13
insurance
reform
study
committee.
The
study
committee
14
shall
conduct
a
study
to
review
the
availability
of
15
affordable,
quality
health
insurance
coverage
for
16
public
employees,
the
establishment
of
continuity
of
17
coverage
for
public
employers
and
their
employees,
18
methods
to
improve
the
efficiency
and
fairness
of
the
19
health
insurance
marketplace
for
public
employers
and
20
their
employees,
relevant
insurance
ratings
practices,
21
and
related
matters.
The
study
shall
include
a
22
comparison
of
health
insurance
coverage
that
is
offered
23
by
the
various
public
employers
in
this
state
and
by
24
private
sector
employers.
The
study
committee
shall
25
examine
the
feasibility
of
the
following:
26
a.
Establishing
basic
or
standard
health
benefit
27
plans
with
benefit
levels,
cost-sharing
levels,
28
exclusions,
and
limitations
available
to
all
public
29
employers
and
their
employees.
30
b.
Establishing
uniform
coverage
plans
with
benefit
31
coverages
that
may
be
added
to
the
basic
or
standard
32
plans,
at
the
option
of
a
public
employer.
33
c.
Establishing
restrictions
on
premium
rates
and
34
rate
increases.

e.
Establishing
a
premium
rating
system
based
on

the
statewide
health
status,
claims
experience,
and

other
demographic
characteristics
of
public
employees.

3.
The
study
committee’s
feasibility
examination

shall
include
actuarial
analysis
as
appropriate.

The
actuary
conducting
the
analysis
shall
examine
8
past
experience
and
claim
history
and
project
future
9
experience,
claims,
and
rates
for
multiple
scenarios
as
10
requested
by
the
study
committee.
11
4.
The
commissioner
of
insurance
shall
select
12
the
members
of
the
public
employee
health
insurance
13
reform
study
committee
which
shall
include
all
of
the
14
following:
15
a.
A
representative
of
the
state.
16
b.
A
representative
of
the
state
board
of
regents.
17
c.
A
representative
of
a
county.
18
d.
A
representative
of
a
city.
19
e.
A
representative
of
a
school
district.
20
f.
A
representative
of
the
largest
statewide
21
employee
organization
representing
state
employees.
22
g.
A
representative
of
the
largest
employee
23
organization
that
represents
school
district
employees.
24
h.
A
representative
of
an
employee
organization
25
representing
police
officers.
26
i.
A
representative
of
an
employee
organization
27
representing
fire
fighters.
28
j.
A
representative
of
a
health
insurance
carrier.
29
k.
A
representative
of
a
health
insurance
provider.
30
l.
Such
other
representatives
who,
in
the
opinion
31
of
the
commissioner,
have
expertise
that
would
assist
32
the
study
committee
in
accomplishing
its
purpose.

5.
The
commissioner
shall
submit
a
report
to
34
the
general
assembly
on
or
before
January
16,

findings
and

recommendations,
including
proposed
legislation,

concerning
health
insurance
coverage
for
public

employers
and
their
