Shared operational functions —— increased student 5 opportunities —— budget years beginning in 2014 through 6 2019 2029 . 7 a. (1) In order to provide additional funding 8 to increase student opportunities and redirect more 9 resources to student programming for school districts 10 that share operational functions, a district that 11 shares with a political subdivision one or more 12 operational functions of a curriculum director or 13 school counselor, or one or more operational functions 14 in the areas of superintendent management, business 15 management, human resources, transportation, or 16 operation and maintenance for at least twenty percent 17 of the school year shall be assigned a supplementary 18 weighting for each shared operational function. A 19 school district that shares an operational function in 20 the area of superintendent management shall be assigned 21 a supplementary weighting of eight pupils for the 22 function. A school district that shares an operational 23 function in the area of business management, human 24 resources, transportation, or operation and maintenance 25 shall be assigned a supplementary weighting of five 26 pupils for the function. A school district that shares 27 the operational functions of a curriculum director or 28 a school counselor shall be assigned a supplementary 29 weighting of three pupils for the function. The 30 additional weighting shall be assigned for each 31 discrete operational function shared. However, a 32 school district may receive the additional weighting 33 under this subsection for sharing the services of 34 an individual with a political subdivision even if 35 -1- SF166.123 (1) 87 md/rj 1/ 3 #1.

the type of operational function performed by the 1 individual for the school district and the type of 2 operational function performed by the individual for 3 the political subdivision are not the same operational 4 function, so long as both operational functions are 5 eligible for weighting under this subsection . In 6 such case, the school district shall be assigned 7 the additional weighting for the type of operational 8 function that the individual performs for the school 9 district, and the school district shall not receive 10 additional weighting for any other function performed 11 by the individual. The operational function sharing 12 arrangement does not need to be a newly implemented 13 sharing arrangement to receive supplementary weighting 14 under this subsection . 15 (2) For the purposes of this section , “political 16 subdivision” means a city, township, county, school 17 corporation, merged area, area education agency, 18 institution governed by the state board of regents, or 19 any other governmental subdivision. 20 b. School districts that share operational 21 functions with other school districts are not required 22 to be contiguous school districts. If two or more 23 districts sharing operational functions are not 24 contiguous to each other, the districts separating 25 those districts are not required to be a party to the 26 operational functions sharing arrangement. 27 c. Supplementary weighting pursuant to this 28 subsection shall be available to a school district for 29 a maximum of five years during the period commencing 30 with the budget year beginning July 1, 2014, through 31 the budget year beginning July 1, 2019 2029 . The 32 maximum amount of additional weighting for which 33 a school district shall be eligible in a budget 34 year is twenty-one additional pupils. Criteria for 35 -2- SF166.123 (1) 87 md/rj 2/ 3

determining the qualification of operational functions 1 for supplementary weighting shall be determined by the 2 department by rule, through consideration of increased 3 student opportunities. 4 d. Supplementary weighting pursuant to this 5 subsection shall be available to an area education 6 agency for a maximum of five years during the period 7 commencing with the budget year beginning July 1, 2014, 8 through the budget year beginning July 1, 2019 2029 . 9 The minimum amount of additional funding for which an 10 area education agency shall be eligible in a budget 11 year is thirty thousand dollars, and the maximum amount 12 of additional funding for which an area education 13 agency shall be eligible is two hundred thousand 14 dollars. The department of management shall annually 15 set a weighting for each area education agency to 16 generate the approved operational sharing expense using 17 the area education agency’s special education cost 18 per pupil amount and foundation level. Criteria for 19 determining the qualification of operational functions 20 for supplementary weighting shall be determined by the 21 department by rule, through consideration of increased 22 student opportunities. 23 e.
