Section 257.11, subsection 5, paragraph a, 7 subparagraph (1), Code 2018, is amended to read as follows: 8 (1) In order to provide additional funding to increase 9 student opportunities and redirect more resources to student 10 programming for school districts that share operational 11 functions, a district that shares with a political subdivision 12 one or more operational functions of a curriculum director , 13 master social worker, independent social worker, or school 14 counselor, or one or more operational functions in the areas 15 of superintendent management, business management, human 16 resources, transportation, or operation and maintenance for at 17 least twenty percent of the school year shall be assigned a 18 supplementary weighting for each shared operational function. 19 A school district that shares an operational function in 20 the area of superintendent management shall be assigned a 21 supplementary weighting of eight pupils for the function. A 22 school district that shares an operational function in the area 23 of business management, human resources, transportation, or 24 operation and maintenance shall be assigned a supplementary 25 weighting of five pupils for the function. A school district 26 that shares the operational functions of a curriculum director , 27 a master social worker or an independent social worker licensed 28 under chapters 147 and 154C, or a school counselor shall be 29 assigned a supplementary weighting of three pupils for the 30 function. The additional weighting shall be assigned for 31 each discrete operational function shared. performed by the individual for the school district and the 1 type of operational function performed by the individual 2 for the political subdivision are not the same operational 3 function, so long as both operational functions are eligible 4 for weighting under this subsection . In such case, the school 5 district shall be assigned the additional weighting for the 6 type of operational function that the individual performs for 7 the school district, and the school district shall not receive 8 additional weighting for any other function performed by the 9 individual. The operational function sharing arrangement does 10 not need to be a newly implemented sharing arrangement to 11 receive supplementary weighting under this subsection . 12 < Sec. ___. Section 257.11, subsection 5, paragraphs c, d, 13 and e, Code 2018, are amended to read as follows: 14 c. Supplementary weighting pursuant to this subsection 15 shall be available to a school district for a maximum of 16 five years during the period commencing with the budget year 17 beginning July 1, 2014, through the budget year beginning July 18 1, 2019 2024 . The maximum amount of additional weighting for 19 which a school district shall be eligible in a budget year 20 is twenty-one additional pupils. Criteria for determining 21 the qualification of operational functions for supplementary 22 weighting shall be determined by the department by rule, 23 through consideration of increased student opportunities. 24 d. Supplementary weighting pursuant to this subsection 25 shall be available to an area education agency for a maximum of 26 five years during the period commencing with the budget year 27 beginning July 1, 2014, through the budget year beginning July 28 1, 2019 2024 . The minimum amount of additional funding for 29 which an area education agency shall be eligible in a budget 30 year is thirty thousand dollars, and the maximum amount of 31 additional funding for which an area education agency shall 32 be eligible is two hundred thousand dollars. The department 33 of management shall annually set a weighting for each area 34 education agency to generate the approved operational sharing 35 -2- HF633.5816.S (2) 87 jh 2/ 3

expense using the area education agency’s special education 1 cost per pupil amount and foundation level. Criteria for 2 determining the qualification of operational functions 3 for supplementary weighting shall be determined by the 4 department by rule, through consideration of increased student 5 opportunities. 6 e. This subsection is repealed effective July 1, 2020 2025 . > 7 Sec. ___. EFFECTIVE DATE. This Act, being deemed of 8 immediate importance, takes effect upon enactment. 9 Sec. ___. APPLICABILITY. This Act applies to school budget 10 years beginning on or after July 1, 2018, subject to the school 11 budget year limitations of section 257.11, subsection 5. 12 3.
