By
striking
everything
after
the
resolving
clause
and

inserting:

Section
1.
The
following
amendment
to
the
Constitution
of

the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
6
by
adding
the
following
new
section:

Crime
victims
——
rights.
SEC.
26.
A
victim
of
a
crime
8
as
defined
by
law
shall
be
entitled
to
certain
basic
rights,
9
including
the
right
to
be
informed
of
and
to
be
present
at
all
10
public
proceedings
involving
the
criminal
offense
and
to
be
11
heard
at
sentencing
or
at
any
other
time
deemed
appropriate
by
12
the
court,
to
the
extent
that
these
rights
do
not
interfere
13
with
the
constitutional
rights
of
the
accused.
14
This
section
shall
not
be
construed
as
creating
a
cause
15
of
action
for
money
damages
against
the
state,
a
county,
a
16
municipality,
or
any
agencies,
instrumentalities,
or
employees
17
thereof.
The
general
assembly
may
provide
for
other
remedies
18
to
ensure
adequate
enforcement
of
this
section.
19
This
section
shall
not
be
construed
to
authorize
a
court
20
to
set
aside
or
to
void
a
finding
of
guilt
or
innocence
or
an
21
acceptance
of
a
plea
of
guilty
or
to
set
aside
any
sentence
22
imposed
in
any
criminal
case.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
24
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
25
to
the
general
assembly
to
be
chosen
at
the
next
general
26
election
for
members
of
the
general
assembly,
and
the
secretary
27
of
state
is
directed
to
cause
the
proposed
amendment
to
be
28
published
for
three
consecutive
months
previous
to
the
date
of
29
that
election
as
provided
by
law.
