Senate File 2113 H-8206 Amend Senate File 2113, as passed by the Senate, as follows: 1 1. By striking everything after the enacting clause and 2 inserting: 3 < Section 1. Section 256.7, Code 2018, is amended by adding 4 the following new subsection: 5 NEW SUBSECTION . 33. a. For purposes of this subsection: 6 (1) “Adverse childhood experience” means the same as defined 7 in section 279.70. 8 (2) “Postvention” means the same as defined in section 9 279.70. 10 b. Adopt rules to require school districts to adopt 11 protocols for suicide prevention and postvention and the 12 identification of adverse childhood experiences and strategies 13 to mitigate toxic stress response. The protocols shall be 14 based on nationally recognized best practices. 15 Sec. 2. NEW SECTION . 279.70 Training on suicide prevention 16 and identification of adverse childhood experiences and 17 strategies to mitigate toxic stress response. 18 1. For purposes of this section, unless the context 19 otherwise requires: 20 a. “Adverse childhood experience” means a potentially 21 traumatic event occurring in childhood that can have negative, 22 lasting effects on an individual’s health and well-being. 23 b. “Postvention” means the provision of crisis intervention, 24 support, and assistance for those affected by a suicide or 25 suicide attempt to prevent further risk of suicide. 26 2. By July 1, 2019, the board of directors of a school 27 district shall require annual, evidence-based training at 28 least one hour in length on suicide prevention and postvention 29 for all school personnel who hold a license, certificate, 30 authorization, or statement of recognition issued by the board 31 of educational examiners and who have regular contact with 32 students in kindergarten through grade twelve. By July 1, 2019, the board of directors of a 1 school district shall require annual, evidence-based, 2 evidence-supported training on the identification of adverse 3 childhood experiences and strategies to mitigate toxic 4 stress response for all school personnel who hold a license, 5 certificate, authorization, or statement of recognition issued 6 by the board of educational examiners and who have regular 7 contact with students in kindergarten through grade twelve. 8 The content of the training shall be based on nationally 9 recognized best practices. 10 Sec. 3. IMPLEMENTATION OF ACT. Section 25B.2, subsection 3, 11 shall not apply to this Act. > 12 2.
