The program shall collect from pharmacies dispensing 4 information for controlled substances identified pursuant to 5 section 124.554, subsection 1, paragraph “g” , and from first 6 responders as defined in section 147A.1, subsection 7, with 7 the exception of emergency medical care providers as defined 8 in section 147A.1, subsection 4, administration information 9 for opioid antagonists. The department of public health 10 shall provide information for the administration of opioid 11 antagonists to the board as prescribed by rule for emergency 12 medical care providers as defined in section 147A.1, subsection 13 4. The board shall adopt rules requiring the following 14 information to be provided regarding the administration of 15 opioid antagonists: 16 (1) Patient identification. 17 (2) Identification of the person administering opioid 18 antagonists. 19 (3) The date of administration. 20 (4) The quantity of opioid antagonists administered. 21 b. The information collected shall be used by prescribing 22 practitioners and pharmacists on a need-to-know basis for 23 purposes of improving patient health care by facilitating early 24 identification of patients who may be at risk for addiction, 25 or who may be using, abusing, or diverting drugs for unlawful 26 or otherwise unauthorized purposes at risk to themselves and 27 others, or who may be appropriately using controlled substances 28 lawfully prescribed for them but unknown to the practitioner. >> 29 2.
