NEW SECTION . 466B.26 Management of assets. 3 In order to carry out its duties as described in section 4 466B.23, a watershed management authority may manage any assets 5 provided to it from any person, including but not limited to 6 any of the following: 7 1. Gifts, bequests, or in-kind contributions. 8 2. Investment securities or negotiable instruments. 9 3. Moneys from public or private sources, including but 10 not limited to moneys appropriated or allocated from a local 11 government or political subdivision, this state, another state, 12 or the United States. > 13 2. Page 6, after line 7 by inserting: 14 < (1) In financing a program using moneys appropriated in 15 this section, the division shall provide a preference to a 16 program administered by or in coordination with a watershed 17 management authority created pursuant to section 466B.22. 18 (2) The division shall prepare a plan for each financed 19 program, that identifies the watershed or geographic region 20 where the program is to be administered, the name of any other 21 person administering the program, the objective of the program, 22 and the measurement of short-term and long-term goals required 23 to achieve that objective. The program’s success in achieving 24 the objective of each program shall be measured using the same 25 performance metric that measures the success in achieving the 26 objectives of all programs described in this paragraph “a”. 27 Not later than January 10 of each year the division shall 28 deliver to the governor and general assembly a report that 29 describes and evaluates the implementation of each plan. The 30 division shall submit its final report describing the last 31 program financed during the close of the fiscal year beginning 32 July 1, 2019. > 33 3. amended by adding the following new subsection: 1 NEW SUBSECTION . 3A. a. The division of soil conservation 2 and water quality or Iowa state university of science and 3 technology shall not enter into or extend a contract with a 4 person to administer a program or project described in this 5 section, until all moneys used to finance that program or 6 project that have been expended to date by the person under 7 the contract have been documented. The division or university 8 which is a party to the contract shall prepare a statement 9 verifying that the person has complied with the terms and 10 conditions of the contract. 11 b. Before entering into or extending a contract, the 12 division shall require the contractor to prepare and submit a 13 report describing the projects financed under subsection 3. 14 The report shall state in detail all of the following: 15 (1) The amount expended for each project and the purpose of 16 the expenditure. 17 (2) The expected and actual outcomes achieved by a project. 18 (3) The methods used to track progress in reducing the 19 transport of nutrients to surface water from nonpoint sources 20 within a watershed. 21 (4) An analysis of the impact of in-field and edge-of-field 22 agricultural practices in the aggregate. 23 (5) The measurement of any other impacts associated with 24 agricultural production. 25 (6) The recommended development of any system to be 26 implemented within a broader range of watersheds that measures 27 existing agricultural practices and the impact of different 28 nutrient management decisions. 29 c.
