An
Iowa
learning
online
initiative
is
established

within
the
department
to
partner
with
school
districts
and

nonpublic
schools
to
provide
distance
education

to
high
school
students
statewide.
The
initiative
may
also
10
provide
distance
education
to
a
student
receiving
independent
11
private
instruction
as
defined
in
section
299A.1,
subsection
12
1,
paragraph
“b”
,
competent
private
instruction
under
section
13
299A.2,
or
private
instruction
by
a
nonlicensed
person
under
14
section
299A.3
if
the
initiative
has
the
capacity.
The
15
department
shall
utilize
a
variety
of
content
repositories,
16
including
those
maintained
by
the
area
education
agencies
17
and
the
public
broadcasting
division,
in
administering
the
18
initiative.

Under
the
initiative,
students
a
student
must
be
20
enrolled
in
a
participating
school
district
or
accredited
21
nonpublic
school
,
which
or
be
receiving
private
instruction
22
under
chapter
299A
as
described
in
subsection
1.
For
a
student
23
enrolled
in
a
participating
school
district
or
accredited
24
nonpublic
school,
the
school
district
or
school
is
responsible
25
for
recording
grades
received
for
initiative
coursework
in
a
26
student’s
permanent
record,
awarding
high
school
credit
for
27
initiative
coursework,
and
issuing
high
school
diplomas
to
28
students
a
student
enrolled
in
the
district
or
school
who
29
participate
participates
and
complete
completes
coursework
30
under
the
initiative.
Each
participating
school
shall
identify
31
a
site
coordinator
to
serve
as
a
student
advocate
and
as
a
32
liaison
between
the
initiative
staff
and
teachers
and
the
33
school
district
or
accredited
nonpublic
school.

individual

to

shall
receive
the
student’s
score

initiative

student

be
evaluated
by
the
school
district
of
residence
using
5
an
assessment
approved
by
the
department
of
education
for
the
6
subject
area
in
which
the
student
completed
coursework.

8.
The
department
shall
establish
fees
payable
by
school
8
districts
,
and
accredited
nonpublic
schools
participating
9
in
,
and
individuals
providing
instruction
to
students
under
10
chapter
299A
as
described
in
subsection
1,
for
coursework
11
offered
under
the
initiative.
Fees
collected
pursuant
to
12
this
subsection
are
appropriated
to
the
department
to
be
13
used
only
for
the
purpose
of
administering
this
section
and
14
shall
be
established
so
as
not
to
exceed
the
budgeted
cost
of
15
administering
this
section
to
the
extent
not
covered
by
the
16
moneys
appropriated
in
subsection
9
.
Providing
professional
17
development
necessary
to
prepare
teachers
to
participate
in
the
18
initiative
shall
be
considered
a
cost
of
administering
this
19
section
.
Notwithstanding
section
8.33
,
fees
collected
by
the
20
department
that
remain
unencumbered
or
unobligated
at
the
close
21
of
the
fiscal
year
shall
not
revert
but
shall
remain
available
22
for
expenditure
for
the
purpose
of
expanding
coursework
offered
23
under
the
initiative
in
subsequent
fiscal
years.

2.
Section
256.42,
subsection
9,
Code
2018,
is
amended

by
striking
the
subsection.

Sec.
3.
ONLINE
LEARNING
WORKING
GROUP.
The
department
27
of
education
shall
convene
a
working
group
of
education
28
stakeholders
to
study
online
learning
and
programming
for
29
school
districts
and
accredited
nonpublic
schools
and
related
30
educational,
assessment,
and
funding
issues.
The
working
31
group
shall
review
the
appropriate
use
of
online
learning
by
32
school
districts
and
accredited
nonpublic
schools,
partnerships
33
between
school
districts
and
accredited
nonpublic
schools
34
and
private
providers
of
online
programs,
and
the
potential
35

use
of
online
learning
as
the
exclusive
means
to
provide
1
coursework
required
under
the
state’s
educational
standards.

In
particular,
the
working
group
shall
study
the
effect
of

online
learning
on
student
assessment
and
achievement
results

and
shall
identify
and
develop
measures
to
reduce
the
student
5
dropout
rate
and
improve
rate-of-retention
and
achievement
6
results
at
virtual
schools.
The
working
group
shall
submit
7
its
findings
and
recommendations
in
a
report
to
the
general
8
assembly
by
January
1,
2019.
