FUNDS.
Any
contract
entered
into
on

after
July
1,
2017,

the
department
of
public
health
to
administer
the

education
program
as
specified
in

U.S.C.

§713
or
to
administer
the
abstinence
education
grant
program

authorized
pursuant
to
section
510
of
Tit.
V
of
the
federal

Social
Security
Act,
shall
exclude
as
an
eligible
applicant
any
12
applicant
entity
that
provides
abortions,
maintains
or
operates
13
a
facility
where
abortions
are
performed,
or
regularly
makes
14
referrals
to
an
entity
that
provides
abortions
or
maintains
or
15
operates
a
facility
where
abortions
are
performed.
For
the
16
purposes
of
this
section,
such
referrals
include
but
are
not
17
limited
to
referrals
made
by
reference
to
an
internet
site
or
18
by
linking
to
an
internet
site
maintained
by
an
entity
that
19
provides
abortions
or
maintains
or
operates
a
facility
where
20
abortions
are
performed.

Sec.

AWARD
OF
COMMUNITY
ADOLESCENT
PREGNANCY

PREVENTION
AND
SERVICES
PROGRAM
GRANT
FUNDS.
Any
contract
23
entered
into
on
or
after
July
1,
2017,
by
the
department
of
24
human
services
to
award
a
community
adolescent
pregnancy
25
prevention
and
services
program
grant
using
federal
temporary
26
assistance
for
needy
families
block
grant
funds
appropriated
27
to
the
department
shall
exclude
as
an
eligible
applicant
any
28
applicant
entity
that
provides
abortions,
maintains
or
operates
29
a
facility
where
abortions
are
performed,
or
regularly
makes
30
referrals
to
an
entity
that
provides
abortions
or
maintains
or
31
operates
a
facility
where
abortions
are
performed.
For
the
32
purposes
of
this
section,
such
referrals
include
but
are
not
33
limited
to
referrals
made
by
reference
to
an
internet
site
or
34
by
linking
to
an
internet
site
maintained
by
an
entity
that

Sec.

RIGHT
OF
INTERVENTION.
The
sponsor
or
cosponsors
3
of
this
division
of
this
Act,
as
an
agent
or
agents
of
the

state,
shall
have
standing
to
intervene
on
behalf
of
the
5
general
assembly
as
a
party
in
any
judicial
or
administrative
6
proceeding
challenging
the
provisions
of
this
division
of
this
7
Act.

Sec.
___.
SEVERABILITY.
If
any
provision
of
this
division
9
of
this
Act
or
the
application
of
this
division
of
this
Act
to
10
any
person
or
circumstances
is
held
invalid,
the
invalidity
11
shall
not
affect
other
provisions
or
applications
of
this
12
division
of
this
Act
which
can
be
given
effect
without
the
13
invalid
provisions
or
application
and,
to
this
end,
the
14
provisions
of
this
division
of
this
Act
are
severable.
