A registered voter may at 9 any time and for any reason request that the state registrar 10 issue a new voter identification card as a replacement. The 11 state registrar shall adopt rules pursuant to chapter 17A to 12 require that a previously issued voter identification card be 13 considered invalid following the issuance of a replacement card 14 under this subsection. >> 15 3.
