1.
The
sovereign
state
of
Iowa
recognizes
that
life
is

valued
and
protected
from
the
moment
of
conception,
and
8
each
life,
from
that
moment,
is
accorded
the
same
rights
9
and
protections,
including
the
right
to
life,
guaranteed
to
10
all
persons
by
the
Constitution
of
the
United
States,
the
11
Constitution
of
the
State
of
Iowa,
and
the
laws
of
this
state.

2.
This
section
shall
not
be
construed
to
create
or
13
recognize
a
right
to
an
abortion,
to
impose
civil
or
criminal
14
liability
on
a
woman
upon
whom
an
abortion
is
performed,
or
to
15
prohibit
the
use
of
any
means
of
contraception.
16
3.
Nothing
in
this
section
shall
be
construed
to
alter
17
existing
provisions
of
law
relating
to
inheritance,
taxation,
18
or
in
vitro
fertilization.

4.
For
the
purposes
of
this
section:
20
a.
“Abortifacient”
means
a
method
of
inhibiting
the
21
development
of
a
human
pregnancy
at
any
stage
following
22
conception.
23
b.
“Abortion”
means
as
defined
in
section
146.1.
24
c.
“Conception”
means
the
fusion
of
the
human
spermatozoon
25
with
a
human
ovum.
26
d.
“Contraception”
means
a
method
of
inhibiting
the
27
development
of
a
human
pregnancy
at
any
stage
prior
to
28
conception.
“Contraception”
does
not
include
an
abortifacient.
29
Sec.
2.
APPELLATE
JURISDICTION.
The
Iowa
supreme
court
30
shall
not
have
appellate
jurisdiction
over
the
provisions
of
31
this
Act.
32
Sec.
3.
SEVERABILITY
CLAUSE.
If
any
provision
of
this
33
Act
or
its
application
to
any
person
or
circumstance
is
held
34
invalid,
the
invalidity
does
not
affect
other
provisions
or
35

which
can

given
effect
without

the
invalid
provision
or
application,
and
to
this
end
the

Sec.

importance,

effect
upon
enactment.
