House File 548 H-1195 Amend House File 548 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < Section 1. NEW SECTION . 135.191 Stroke care —— 4 continuous quality improvement. 5 1. A nationally certified comprehensive stroke 6 center or a nationally certified primary stroke center 7 operating in the state shall report to the statewide 8 stroke database data consistent with nationally 9 recognized guidelines on the treatment of individuals 10 with confirmed cases of stroke within the state. If 11 a nationally certified comprehensive stroke center 12 or nationally certified primary stroke center does 13 not comply with this subsection by reporting data 14 consistent with nationally recognized guidelines, the 15 department may request a review of the certification of 16 the comprehensive stroke center or the primary stroke 17 center by the certifying entity. 18 2. The department, in partnership with the 19 university of Iowa college of public health, department 20 of epidemiology, shall do all of the following: 21 a. Maintain or utilize a statewide stroke database 22 that compiles information and statistics on stroke 23 care which aligns with nationally recognized stroke 24 consensus metrics. 25 b. Utilize the get with the guidelines-stroke 26 data set platform or a data tool with equivalent data 27 measures and with confidentiality standards consistent 28 with federal and state law and other health information 29 and data collection, storage, and sharing requirements 30 of the department. 31 c. Partner with national voluntary health 32 organizations and stroke advocacy organizations that 33 plan for achieving stroke care quality improvement to 34 avoid duplication and redundancy. 35 -1- HF548.1493 (2) 87 pf/nh 1/ 2 #1.
d. Encourage nationally certified acute 1 stroke-ready hospitals and emergency medical services 2 agencies to report data consistent with nationally 3 recognized guidelines on the treatment of individuals 4 with confirmed cases of stroke within the state. 5 Sec. 2. CONTINGENT IMPLEMENTATION —— UTILIZATION OF 6 EXISTING RESOURCES. Implementation of this Act shall 7 not require the appropriation of additional funding 8 to the department of public health, but is contingent 9 upon the utilization of existing resources by the 10 department. > 11 2.
