Page 21, before line 20 by inserting: 4 < DIVISION ___ 5 VOTER REGISTRATION DUTIES AND NONOPERATOR’S 6 IDENTIFICATION CARD ISSUANCE 7 Sec. ___. Section 47.2, Code 2017, is amended by 8 adding the following new subsection: 9 NEW SUBSECTION . 7. The county commissioner of 10 elections in each county shall annually identify areas 11 and demographic groups in the commissioner’s county 12 with a large number of eligible electors who are 13 not registered to vote under chapter 48A, and shall 14 develop and implement a plan to establish temporary 15 commissioner offices at locations to encourage voter 16 registration in such areas and among such demographic 17 groups. The county commissioner of elections shall 18 notify the department of transportation of each 19 temporary commissioner office established pursuant to 20 this subsection and the temporary commissioner offices 21 shall include a department of transportation station 22 for the issuance of nonoperator’s identification cards 23 pursuant to section 321.190. 24 Sec. ___. Section 321.190, subsection 1, paragraphs 25 a and d, Code 2017, are amended to read as follows: 26 a. The department shall, upon application and 27 payment of the required fee , issue to an applicant a 28 nonoperator’s identification card. To be valid the 29 card shall bear a distinguishing number other than a 30 social security number assigned to the cardholder, 31 the full name, date of birth, sex, residence address, 32 a physical description and a color photograph of the 33 cardholder, the usual signature of the cardholder, and 34 such other information as the department may require by 35 -1- H1141.1278 (2) 87 aw/jh 1/ 3 #1.

rule. An applicant for a nonoperator’s identification 1 card shall apply for the card in the manner provided 2 in section 321.182, subsections 1 through 3 . The 3 card shall be issued to the applicant at the time of 4 application pursuant to procedures established by 5 rule. An applicant for a nonoperator’s identification 6 card who is required by 50 U.S.C. app. §451 et seq. 7 to register with the United States selective service 8 system shall be registered by the department with 9 the selective service system as provided in section 10 321.183 . 11 d. The fee for a A nonoperator’s identification 12 card shall be eight dollars issued to each applicant 13 free of charge and the card shall be valid for a 14 period of eight years from the date of issuance. If 15 an applicant for a nonoperator’s identification card 16 is a foreign national who is temporarily present in 17 this state, the nonoperator’s identification card 18 shall be issued only for the length of time the foreign 19 national is authorized to be present as determined by 20 the department, not to exceed two years. An issuance 21 fee shall not be charged for a person whose driver’s 22 license or driving privilege has been suspended 23 under section 321.210, subsection 1 , paragraph “a” , 24 subparagraph (3), or voluntarily surrendered by the 25 person in lieu of suspension under section 321.210, 26 subsection 1 , paragraph “a” . 27 Sec. ___. Section 321.190, subsection 1, Code 2017, 28 is amended by adding the following new paragraph: 29 NEW PARAGRAPH . e. The department of transportation 30 shall establish stations for the issuance of cards 31 under this section at each temporary commissioner 32 office established pursuant to section 47.2, subsection 33 7. >> 34 2.
