are
amended
to
read
as
follows:

a.
The
department
shall,
upon
application
and
8
payment
of
the
required
fee
,
issue
to
an
applicant
a
9
nonoperator’s
identification
card.
To
be
valid
the
10
card
shall
bear
a
distinguishing
number
other
than
a
11
social
security
number
assigned
to
the
cardholder,
12
the
full
name,
date
of
birth,
sex,
residence
address,
13
a
physical
description
and
a
color
photograph
of
the
14
cardholder,
the
usual
signature
of
the
cardholder,
and
15
such
other
information
as
the
department
may
require
by
16
rule.
An
applicant
for
a
nonoperator’s
identification
17
card
shall
apply
for
the
card
in
the
manner
provided
18
in
section
321.182,
subsections
1
through
3
.
The
19
card
shall
be
issued
to
the
applicant
at
the
time
of
20
application
pursuant
to
procedures
established
by
21
rule.
An
applicant
for
a
nonoperator’s
identification
22
card
who
is
required
by
50
U.S.C.
app.
§451
et
seq.
23
to
register
with
the
United
States
selective
service
24
system
shall
be
registered
by
the
department
with
25
the
selective
service
system
as
provided
in
section
26
321.183
.
27

The
fee
for
a
A
nonoperator’s
identification
28
card
shall
be
eight
dollars
issued
to
each
applicant
29
free
of
charge
and
the
card
shall
be
valid
for
a
30
period
of
eight
years
from
the
date
of
issuance.
If
31
an
applicant
for
a
nonoperator’s
identification
card
32
is
a
foreign
national
who
is
temporarily
present
in
33
this
state,
the
nonoperator’s
identification
card
34
shall
be
issued
only
for
the
length
of
time

foreign
