(1) Be at least eighteen years of age. 9 However, for purposes of voting in the primary 10 election, an eligible elector shall be at least 11 eighteen years of age on the date of the respective 12 general election or city election. Completed 13 registration forms shall be accepted from registrants 14 who are at least seventeen and one-half years of 15 age ; however, . For an election other than a primary 16 election, the registration shall not be effective 17 until the registrant reaches the age of eighteen. The 18 commissioner of registration shall ensure that the 19 birth date shown on the registration form is at least 20 seventeen and one-half years earlier than the date the 21 registration is processed. 22 (2) A registrant who is at least seventeen and 23 one-half years of age and who will be eighteen by the 24 date of a pending election is a registered voter for 25 the pending election for purposes of chapter 53 . For 26 purposes of voting in a primary election under chapter 27 43, a registrant who will be at least eighteen years 28 of age by the date of the respective general election 29 or city election is a registered voter for the pending 30 primary election. 31 Sec. ___. Section 48A.11, subsection 3, Code 2017, 32 is amended to read as follows: 33 3. At least twice during each school year, the 19 board of directors of each school district operating 20 a high school and the authorities in charge of each 21 accredited nonpublic school shall offer the opportunity 22 to register to vote to each student who is at least 23 seventeen and one-half years of age. 24 Sec. ___. Section 48A.26, subsection 9, Code 2017, 25 is amended to read as follows: 26 9. When a person who is at least seventeen and 27 one-half years of age but less than eighteen years of 28 age registers to vote, the commissioner shall maintain 29 a record of the registration so as to clearly indicate 30 that it will not take effect until the registrant’s 31 eighteenth birthday and that the person is registered 32 and qualifies to vote at any election held on or after 33 that date. Section 49.79, subsection 2, paragraph b, 4 Code 2017, is amended to read as follows: 5 b. For a primary 9 election, the challenged person will be less than 10 eighteen years of age on the date of the respective 11 general election or city election. 12 Sec. ___. (1) The individual envelopes used for each 15 provisional ballot cast pursuant to subsection 1 shall 16 have space for the voter’s name, date of birth, and 17 address and shall have printed on them the following: 18 I am a United States citizen, at least eighteen 19 years of age or, for purposes of voting in a primary 20 election, I will be at least eighteen years of age on 21 the date of the respective general election or city 22 election . Monthly, notify the county commissioner 13 of registration and the state registrar of voters 14 of persons seventeen and one-half years of age and 15 older who have been convicted of a felony during the 16 preceding calendar month or persons who at any time 17 during the preceding calendar month have been legally 18 declared to be a person who is incompetent to vote as 19 that term is defined in section 48A.2 . 20 Sec. ___.
