(1) Be at least eighteen years of age. 10 Completed registration forms shall be accepted from 11 registrants who are at least seventeen and one-half 12 sixteen years of age; however, the registration shall 13 not be effective until the registrant reaches the age 14 of eighteen. The commissioner of registration shall 15 ensure that the birth date shown on the registration 16 form is at least seventeen and one-half sixteen years 17 earlier than the date the registration is processed. 18 (2) A registrant who is at least seventeen and 19 one-half years of age and who will be eighteen by the 20 date of a pending election is a registered voter for 21 the pending election for purposes of chapter 53 . 22 Sec. ___. Section 48A.11, subsection 3, Code 2017, 23 is amended to read as follows: 24 3. The following questions and statement regarding 25 eligibility shall be included on forms that may be used 26 for registration by mail: 27 [1] “Are you a citizen of the United States of 28 America?” 29 [2] “Will you be eighteen “Are you at least sixteen 30 years of age on or before election day?” age?” 31 [3] “If you checked ‘no’ in response to either of 32 these questions, do not complete this form.” 33 Sec. ___. At least twice during each school year, the 5 board of directors of each school district operating 6 a high school and the authorities in charge of each 7 accredited nonpublic school shall offer the opportunity 8 to register to vote to each student who is at least 9 seventeen and one-half sixteen years of age. 10 Sec. ___. Section 48A.26, subsection 9, Code 2017, 11 is amended to read as follows: 12 9. When a person who is at least seventeen and 13 one-half sixteen years of age but less than eighteen 14 years of age registers to vote, the commissioner 15 shall maintain a record of the registration so as to 16 clearly indicate that it will not take effect until the 17 registrant’s eighteenth birthday and that the person is 18 registered and qualifies to vote at any election held 19 on or after that date. 20 Sec. ___. Section 280.9A, subsection 3, Code 2017, 21 is amended to read as follows: 22 3. At least twice during each school year, the 23 board of directors of each local public school district 24 operating a high school and the authorities in charge 25 of each accredited nonpublic school operating a high 26 school shall offer the opportunity to register to vote 27 to each student who is at least seventeen and one-half 28 sixteen years of age, as required by section 48A.23 . 29 Sec. ___. Section 602.8102, subsection 15, Code 30 2017, is amended to read as follows: 31 15. Monthly, notify the county commissioner of 32 registration and the state registrar of voters of 33 persons seventeen and one-half sixteen years of age and 34 older who have been convicted of a felony during the 35 -2- HF516.1102 (2) 87 aw/jh 2/ 3
preceding calendar month or persons who at any time 1 during the preceding calendar month have been legally 2 declared to be a person who is incompetent to vote as 3 that term is defined in section 48A.2 . 4 Sec. ___.
