House File 516 H-1119 Amend House File 516 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < DIVISION I 4 ONGOING ABSENTEE VOTER STATUS 5 Section 1. NEW SECTION . 53.4 Ongoing absentee 6 voter. 7 A registered voter applying for an absentee ballot 8 under section 53.2 may request to receive an absentee 9 ballot for all subsequent elections or for each 10 subsequent general election in which that person is 11 eligible to vote and qualifies under section 53.1. The 12 state commissioner shall provide check boxes on the 13 prescribed form for this purpose. For all subsequent 14 elections or for each subsequent general election, the 15 county commissioner of elections shall automatically 16 mail an absentee ballot to the requesting voter, 17 or automatically deliver an absentee ballot if the 18 requester is a person voting pursuant to section 53.22. 19 A voter’s status as an ongoing absentee voter shall 20 be terminated upon the request of the voter or by the 21 county commissioner if the voter fails to qualify under 22 section 53.1 or if the voter subsequently fails to vote 23 in two consecutive general elections. 24 DIVISION II 25 ELECTRONIC ABSENTEE BALLOT APPLICATIONS 26 Sec. 2. Section 47.2, Code 2017, is amended by 27 adding the following new subsection: 28 NEW SUBSECTION . 7. The commissioner shall provide 29 for the submission of electronic absentee ballot 30 applications on the commissioner’s internet site 31 pursuant to section 53.2, subsection 1, paragraph “c” . 32 Sec. 3. Section 53.2, subsection 1, Code 2017, is 33 amended by adding the following new paragraph: 34 NEW PARAGRAPH . c. A registered voter may apply 35 -1- HF516.1109 (1) 87 aw/jh 1/ 3 #1.
to the commissioner for an absentee ballot through 1 electronic means either through electronic mail sent to 2 the commissioner or through the commissioner’s internet 3 site. An electronic application for an absentee ballot 4 must be received by the commissioner no later than 5:00 5 p.m. on the Friday before the election. An electronic 6 application for an absentee ballot received by the 7 commissioner more than seventy days prior to the date 8 of the election shall be retained by the commissioner 9 and processed in the same manner as an electronic 10 application received not more than seventy days before 11 the date of the election. 12 Sec. 4. Section 53.2, subsection 4, Code 2017, is 13 amended to read as follows: 14 4. a. Each application shall contain the name 15 and signature of the registered voter, the registered 16 voter’s date of birth, the address at which the voter 17 is registered to vote, and the name or date of the 18 election for which the absentee ballot is requested, 19 and such other information as may be necessary 20 to determine the correct absentee ballot for the 21 registered voter. If insufficient information has 22 been provided, either on the prescribed form or on an 23 application created by the applicant, the commissioner 24 shall, by the best means available, obtain the 25 additional necessary information. 26 b. In addition to the other requirements of this 27 section: 28 (1) An application received pursuant to subsection 29 1, paragraph “a” or “b” , shall contain the signature of 30 the registered voter. 31 (2) An application received pursuant to subsection 32 1, paragraph “c” , shall include at least one of the 33 following: 34 (a) The Iowa driver’s license number of the 35 -2- HF516.1109 (1) 87 aw/jh 2/ 3
registered voter. 1 (b) The Iowa nonoperator’s identification card 2 number of the registered voter. 3 (c) The last four numerals of the registered 4 voter’s social security number. > 5 2.
