The general assembly finds 4 all of the following: 5 1. Voter identification laws deprive many voters of 6 their right to vote, reduce participation, and stand in 7 direct opposition to our country’s trend of including 8 more Americans in the democratic process. 9 2. Voter identification laws are unnecessary in 10 Iowa, which is one of the very best states in the 11 nation for voter integrity. 12 3. There are zero documented instances of voter 13 impersonation fraud in Iowa, the type of fraud voter 14 identification laws seek to prevent. 15 4. Approximately eleven percent of adult Iowans, 16 roughly two hundred sixty thousand individuals, do not 17 have a driver’s license. 18 5. Even higher numbers of African American 19 Iowans do not have a driver’s license, with up to 20 twenty-five percent of African Americans not possessing 21 a government-issued photo identification document. 22 6. In the five counties where almost seventy 23 percent of African American Iowans live, the rates 24 of African Americans without a government issued 25 photo identification document may exceed the national 26 percentage. 27 7. In Black Hawk county, African Americans make up 28 only ten percent of voting age residents, but comprise 29 twenty-seven percent of those without an identification 30 document issued by the department of transportation. 31 8. In Scott county, African Americans make up only 32 nine percent of voting age residents, but comprise 33 twenty-four percent of those without an identification 34 document issued by the department of transportation. 35 -1- HF516.1121 (4) 87 aw/jh 1/ 3 #1.

In Polk county, African Americans make up only 1 eight percent of voting age residents, but twenty-one 2 percent of those without an identification document 3 issued by the department of transportation. 4 10. In Johnson county, African Americans make up 5 only six percent of voting age residents, but eighteen 6 percent of those without an identification document 7 issued by the department of transportation. 8 11. In Linn county, African Americans make up 9 only six percent of voting age residents, but sixteen 10 percent of those without an identification document 11 issued by the department of transportation. 12 12. While approximately eleven percent of adult 13 Iowans do not have an identification document issued by 14 the department of transportation, that number is higher 15 for older Iowans, with approximately fifteen percent 16 of Iowans age sixty-five and over not possessing such 17 an identification document. 18 13. The negative impact of signature verification 19 for absentee voting may be especially widespread in 20 Iowa, as a state with one of the highest rates of voter 21 participation through absentee balloting, with between 22 thirty and forty percent of all people voting absentee 23 ballots in recent general elections. 24 14. Signature verification may disproportionately 25 impact older Iowans, with more than half of all Iowans 26 age sixty-five and older who voted in recent elections 27 having chosen to vote by absentee ballot, while only 28 approximately thirty percent of those voters between 29 twenty-five and forty-nine years of age having chosen 30 to vote by absentee ballot. 31 15. Nationally, ten percent of people with 32 disabilities do not have photo identification 33 documents, while that rate is twelve percent in Iowa. 34 16. to have photo identification documents than Iowans 1 without disabilities. 2 17. There exist large disparities in rates of 3 possession of identification documents issued by the 4 department of transportation in the counties with the 5 highest percentage of Iowans living with disabilities. 6 18. Only twelve percent of all Iowans have a 7 disability, while twenty-eight percent of Iowans who do 8 not drive have a disability. 9 19. Only eighteen percent of Montgomery county 10 residents have a disability, while thirty-nine percent 11 of Montgomery county residents who do not drive have a 12 disability. 13 20. Only eighteen percent of Decatur county 14 residents have a disability, while thirty-nine percent 15 of Decatur county residents who do not drive have a 16 disability. 17 21. Only seventeen percent of Mills county 18 residents have a disability, while thirty-seven percent 19 of Mills county residents who do not drive have a 20 disability. > 21 2.
