Unless otherwise provided in a collective 11 bargaining agreement, a city council may extinguish 12 the seniority rights, including but not limited to 13 seniority accrued, provided pursuant to this section 14 to all civil service employees who are not employed 15 or appointed as a fire fighter or police officer, 16 fire chief or police chief, or assistant fire chief 17 or assistant police chief. A city council may 18 subsequently reestablish seniority rights extinguished 19 pursuant to this section for all employees who are 20 not employed or appointed as a fire fighter or police 21 officer, fire chief or police chief, or assistant 22 fire chief or assistant police chief.
