The
general
assembly
finds
that
a
regular
review

of
the
tax
credits
administered
by
the
department
9
of
revenue
is
necessary
to
determine
whether
each
10
credit
is
effectively
and
efficiently
meeting
the
11
needs
for
which
created
and
whether
the
needs
remain
12
applicable.
The
general
assembly
further
finds
that
a
13
regular,
systematic
review
process
can
identify
the
tax
14
credits
that
are
no
longer
relevant
or
functioning
at
a
15
desirable
level
and
can
eliminate
or
reorganize
those
16
tax
credits
so
that
state
resources
can
be
used
most
17
effectively
or
diverted
to
other
priorities.

2.
The
committees
on
ways
and
means
of
the
19
senate
and
house
of
representatives
shall
propose
20
legislation
for
consideration
by
the
eighty-seventh
21
general
assembly,
2018
session,
providing
a
staggered
22
schedule
for
establishing
an
automatic
repeal
date
23
for
each
tax
credit
administered
by
the
department
24
over
the
succeeding
five-year
period.
The
committees
25
on
ways
and
means
shall
consult
with
the
office
of
26
the
governor
and
the
department
in
formulating
the
27
staggered
schedule
and
the
office
and
department
shall
28
cooperate
in
providing
necessary
information
requested
29
by
either
committee.
The
repeal
date
provisions
shall
30
be
implemented
in
a
manner
so
that
any
tax
credit
that
31
is
reauthorized
by
law
is
again
subject
to
automatic
32
repeal
five
years
after
reauthorization.
