Section 514I.5, subsection 3, Code 2016, 5 is amended to read as follows: 6 3. Members appointed by the governor shall serve 7 two-year staggered terms as designated by the governor, 8 and legislative members of the board shall serve 9 two-year terms. The filling of positions reserved 10 for the public representatives, vacancies, membership 11 terms, payment of compensation and expenses, and 12 removal of the members are governed by chapter 69 . 13 Additionally, a vacancy of a member appointed by the 14 governor or of a legislative member shall be filled as 15 expeditiously as possible, and no later than within six 16 months following a resignation, expiration of a term, 17 or a notice of a vacancy. Members of the board are 18 entitled to receive reimbursement of actual expenses 19 incurred in the discharge of their duties. Public 20 members of the board are also eligible to receive 21 compensation as provided in section 7E.6 . A majority 22 of the voting members constitutes a quorum and the 23 affirmative vote of a majority of the voting members is 24 necessary for any substantive action to be taken by the 25 board. The members shall select a chairperson on an 26 annual basis from among the membership of the board. > 27 2.
