NEW

514C.5A
Prescription
drug

medication
synchronization.

1.
A
carrier,
as
defined
in
section
513B.2,
that
6
provides
prescription
drug
coverage
through
a
policy
7
or
contract
delivered,
issued
for
delivery,
continued,
8
or
renewed
on
or
after
January
1,
2017,
shall
offer
9
medication
synchronization
services
that
allow
for
the
10
alignment
of
refill
dates
for
a
covered
individual’s
11
prescription
drugs
that
are
a
covered
benefit.
Such
12
carrier
shall
comply
with
all
of
the
following:
13
a.
Shall
not
deny
coverage
and
shall
prorate
the
14
cost
sharing
rate
for
a
prescription
drug
that
is
a
15
covered
benefit
and
is
dispensed
by
a
network
pharmacy
16
in
less
than
the
standard
refill
amount,
if
the
covered
17
individual
requests
both
enrollment
in
a
medication
18
synchronization
program
and
a
less-than-standard
refill
19
amount
for
the
purposes
of
medication
synchronization.

b.
Shall
accept
early
refill
and
short
fill
21
requests
for
prescription
drugs
using
the
submission
22
clarification
and
message
codes
adopted
by
the
national
23
council
for
prescription
drug
plans
or
alternative
24
codes
specified
by
the
carrier.

c.
Shall
pay
the
ingredient
cost
and
the
dispensing
26
fee
in
accordance
with
the
contracted
rate
for
each
27
submitted
claim,
regardless
of
the
days’
supply
28
specified
in
the
claim
submitted.

2.
For
purposes
of
this
section,
“medication
30
synchronization”
means
the
coordination
of
medication
31
refills
for
a
patient
taking
two
or
more
medications
32
for
a
chronic
condition
that
are
dispensed
by
a
single
33
network
pharmacy
to
facilitate
the
synchronization
34
of
an
individual’s
medications
for
the
purpose
of
