Senate File 431 S-3052 Amend Senate File 431 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < Section 1. Section 256.7, subsection 21, paragraph 4 b, subparagraphs (2) and (3), Code 2015, are amended 5 to read as follows: 6 (2) Notwithstanding subparagraph (1), for the 7 school year beginning July 1, 2016, and each succeeding 8 school year, the rules shall provide that all students 9 enrolled in school districts in grades three through 10 eleven shall be administered an assessment during 11 the last quarter of the school year that at a minimum 12 assesses the core academic indicators identified in 13 this paragraph “b” ; is aligned with the Iowa common 14 core standards in both content and rigor; accurately 15 describes student achievement and growth for purposes 16 of the school, the school district, and state 17 accountability systems; and provides valid, reliable, 18 and fair measures of student progress toward college 19 or career readiness. 20 (3) The director shall establish an assessment 21 task force to review and make recommendations for 22 a statewide assessment of student progress on the 23 core academic indicators identified pursuant to 24 this paragraph “b” . The task force shall recommend 25 a statewide assessment that is aligned to the Iowa 26 common core standards and is , at a minimum, valid, 27 reliable, tested, and piloted in Iowa. In addition, 28 in developing recommendations, the task force shall 29 consider the costs to school districts and the state 30 in providing and administering such an assessment 31 and the technical support necessary to implement 32 the assessment. The task force shall submit its 33 recommendations in a report to the director, the state 34 board, and the general assembly by January 1, 2015. 35 The task force shall assist with the final development 36 and implementation of the assessment administered 37 pursuant to subparagraph (2). The task force members 38 shall include but not be limited to teachers, school 39 administrators, business leaders, representatives of 40 state agencies, and members of the general public. 41 This subparagraph is repealed July 1, 2020. 42 Sec. 2. Section 256.7, subsection 21, paragraph c, 43 Code 2015, is amended to read as follows: 44 c. A requirement that all school districts and 45 accredited nonpublic schools annually report to the 46 department and the local community the district-wide 47 progress made in attaining student achievement goals 48 on the academic and other core indicators and the 49 district-wide progress made in attaining locally 50 -1- SF431.1001 (3) 86 kh/rj 1/ 8 #1.
established student learning goals. The school 1 districts and accredited nonpublic schools shall 2 demonstrate the use of multiple assessment measures in 3 determining student achievement levels. The school 4 districts and accredited nonpublic schools shall also 5 report the number of students who graduate; the number 6 of students who drop out of school; the number of 7 students who are tested and the percentage of students 8 who are so tested annually; and the percentage of 9 students who graduated during the prior school year 10 and who completed a core curriculum . The board shall 11 develop and adopt uniform definitions consistent with 12 the federal No Child Left Behind Act of 2001, Pub. 13 L. No. 107-110 and any federal regulations adopted 14 pursuant to the federal Act. The school districts 15 and accredited nonpublic schools may report on other 16 locally determined factors influencing student 17 achievement. The school districts and accredited 18 nonpublic schools shall also report to the local 19 community their results by individual attendance 20 center. 21 Sec. 3. Section 256.7, subsection 26, paragraph a, 22 unnumbered paragraph 1, Code 2015, is amended to read 23 as follows: 24 Adopt rules that establish a core curriculum and 25 high school graduation requirements for all students 26 in school districts and accredited nonpublic schools 27 that include at a minimum satisfactory completion of 28 four years of English and language arts, three years of 29 mathematics, three years of science, and three years of 30 social studies. 31 Sec. 4. Section 256.7, subsection 26, paragraph a, 32 subparagraph (3), Code 2015, is amended by striking the 33 subparagraph. 34 Sec. 5. Section 256.7, subsection 26, paragraphs 35 b and c, Code 2015, are amended by striking the 36 paragraphs. 37 Sec. 6. Section 256.7, subsection 28, Code 2015, is 38 amended to read as follows: 39 28. Adopt a set of core content assessment 40 standards applicable to all students in kindergarten 41 through grade twelve in every school district and 42 accredited nonpublic school. For purposes of this 43 subsection , “core content “assessment standards” 44 includes reading, mathematics, and science. The 45 core content assessment standards shall be identical 46 to the core content assessment standards included 47 in Iowa’s approved 2006 standards and assessment 48 system under Tit. I of the federal Elementary and 49 Secondary Education Act of 1965, 20 U.S.C. §6301 et 50 -2- SF431.1001 (3) 86 kh/rj 2/ 8
seq., as amended by the federal No Child Left Behind 1 Act of 2001, Pub. L. No. 107-110. School districts 2 and accredited nonpublic schools shall include, at a 3 minimum, the core content assessment standards adopted 4 pursuant to this subsection in any set of locally 5 developed content standards. School districts and 6 accredited nonpublic schools are strongly encouraged to 7 set higher expectations in local standards. As changes 8 in federal law or regulation occur, the state board 9 is authorized to amend the core content assessment 10 standards as appropriate. 11 Sec. 7. Section 256.9, subsection 53, paragraph a, 12 Code 2015, is amended to read as follows: 13 a. Develop and distribute, in collaboration with 14 the area education agencies, core curriculum technical 15 assistance and implementation strategies that school 16 districts and accredited nonpublic schools shall 17 utilize, including but not limited to the development 18 and delivery of formative and end-of-course model 19 assessments classroom teachers may use to measure 20 student progress on the core curriculum adopted 21 pursuant to section 256.7, subsection 26 . The 22 department shall, in collaboration with the advisory 23 group convened in accordance with paragraph “b” 24 and educational assessment providers, identify and 25 make available to school districts end-of-course 26 and additional model end-of-course and additional 27 assessments to align with the expectations included in 28 the Iowa core curriculum . The model assessments shall 29 be suitable to meet the multiple assessment measures 30 requirement specified in section 256.7, subsection 21 , 31 paragraph “c” . 32 Sec. 8. Section 256.9, subsection 54, Code 2015, is 33 amended by striking the subsection. 34 Sec. 9. Section 256.40, subsection 2, paragraph e, 35 Code 2015, is amended to read as follows: 36 e. Integrate services provided through the program 37 with other career exploration-related activities such 38 as the student core curriculum graduation plan and 39 the career information and decision-making system 40 developed and administered under section 279.61 , where 41 appropriate. 42 Sec. 10. Section 256.42, subsection 6, Code 2015, 43 is amended to read as follows: 44 6. Coursework offered under the initiative shall 45 be rigorous and high quality, and the department 46 shall annually evaluate the quality of the courses and 47 ensure that coursework is aligned with the state’s core 48 curriculum and core content requirements and assessment 49 standards adopted pursuant to section 256.7, subsection 50 -3- SF431.1001 (3) 86 kh/rj 3/ 8
28 , as well as national standards of quality for 1 online courses issued by an internationally recognized 2 association for kindergarten through grade twelve 3 online learning. 4 Sec. 11. Section 257.11, subsection 9, Code 2015, 5 is amended to read as follows: 6 9. Shared classes and curriculum standards. A 7 school district shall ensure that any course made 8 available to a student through any sharing agreement 9 between the school district and a community college 10 or any other entity providing course programming 11 pursuant to this section to students enrolled in the 12 school district meets the expectations contained in 13 the core curriculum adopted pursuant to section 256.7, 14 subsection 26 . The school district shall ensure that 15 any course that has the capacity to generate college 16 credit shall be equivalent to college-level work. 17 Sec. 12. Section 258.4, subsection 8, Code 2015, is 18 amended to read as follows: 19 8. Establish a minimum set of competencies and 20 core curriculum for approval of a vocational program 21 sequence that addresses the following: new and 22 emerging technologies; job-seeking, job-keeping, and 23 other employment skills, including self-employment and 24 entrepreneurial skills, that reflect current industry 25 standards, leadership skills, entrepreneurial, and 26 labor-market needs; and the strengthening of basic 27 academic skills. 28 Sec. 13. Section 260C.14, subsection 22, paragraph 29 b, Code 2015, is amended to read as follows: 30 b. Collaborate with the state board of regents 31 to meet the requirements specified in section 262.9, 32 subsection 33 , including but not limited to developing 33 a systematic process for expanding academic discipline 34 and meetings between the community college faculty 35 and faculty of the institutions of higher education 36 governed by the state board of regents, developing 37 criteria to prioritize core curriculum areas, promoting 38 greater awareness of articulation-related activities, 39 facilitating additional opportunities for individual 40 institutions to pursue program articulation agreements 41 for career and technical educational programs, and 42 developing and implementing a process to examine a 43 minimum of eight new associate of applied science 44 degree programs for which articulation agreements would 45 serve students’ continued academic success in those 46 degree programs. 47 Sec. 14. Section 261E.4, subsection 4, Code 2015, 48 is amended to read as follows: 49 4. A school district shall establish prerequisite 50 -4- SF431.1001 (3) 86 kh/rj 4/ 8
coursework for each advanced placement course offered 1 and shall describe the prerequisites in the course 2 registration handbook, which shall be provided to every 3 junior high school or middle school student prior to 4 the development of a core curriculum graduation plan 5 pursuant to section 279.61 . 6 Sec. 15. Section 261E.6, subsection 2, Code 2015, 7 is amended to read as follows: 8 2. Notification. The availability and requirements 9 of this program shall be included in each school 10 district’s student registration handbook. Information 11 about the program shall be provided to the student 12 and the student’s parent or guardian prior to the 13 development of the student’s core curriculum graduation 14 plan under section 279.61 . The school district shall 15 establish a process by which students may indicate 16 interest in and apply for enrollment in the program. 17 Sec. 16. Section 261E.8, subsection 1, Code 2015, 18 is amended to read as follows: 19 1. A district-to-community college sharing or 20 concurrent enrollment program is established to be 21 administered by the department to promote rigorous 22 academic or career and technical pursuits and to 23 provide a wider variety of options to high school 24 students to enroll part-time in eligible nonsectarian 25 courses at or through community colleges established 26 under chapter 260C . The program shall be made 27 available to all resident students in grades nine 28 through twelve. Notice of the availability of the 29 program shall be included in a school district’s 30 student registration handbook and the handbook shall 31 identify which courses, if successfully completed, 32 generate college credit under the program. A student 33 and the student’s parent or legal guardian shall 34 also be made aware of this program as a part of the 35 development of the student’s core curriculum graduation 36 plan in accordance with section 279.61 . 37 Sec. 17. Section 261E.9, subsection 2, paragraph b, 38 Code 2015, is amended to read as follows: 39 b. A regional academy may include in its curriculum 40 virtual or internet-based coursework and courses 41 delivered via the Iowa communications network, career 42 and technical courses, core curriculum coursework, 43 courses required pursuant to section 256.7, subsection 44 26 , or section 256.11, subsections 4 and 5 , and 45 asynchronous learning networks. 46 Sec. 18. Section 261E.9, subsection 4, Code 2015, 47 is amended to read as follows: 48 4. Information regarding regional academies shall 49 be provided to a student and the student’s parent or 50 -5- SF431.1001 (3) 86 kh/rj 5/ 8
guardian prior to the development of the student’s core 1 curriculum graduation plan under section 279.61 . 2 Sec. 19. Section 261E.10, subsection 4, Code 2015, 3 is amended to read as follows: 4 4. Information regarding career academies shall be 5 provided by the school district to a student and the 6 student’s parent or guardian prior to the development 7 of the student’s core curriculum graduation plan under 8 section 279.61 . 9 Sec. 20. Section 262.9, subsection 33, paragraph c, 10 Code 2015, is amended by striking the paragraph. 11 Sec. 21. Section 279.61, Code 2015, is amended to 12 read as follows: 13 279.61 Student plan for progress toward university 14 admissions —— report. 15 1. For the school year beginning July 1, 2008, 16 and each succeeding school year, the The board of 17 directors of each school district shall cooperate 18 with each student enrolled in grade eight to develop 19 for the student a core curriculum plan to guide the 20 student toward the goal of successfully completing, at 21 a minimum, the core curriculum developed high school 22 graduation requirements adopted by the state board of 23 education pursuant to section 256.7, subsection 26 , by 24 the time the student graduates from high school. The 25 plan shall include career options and shall identify 26 the coursework needed in grades nine through twelve 27 to support the student’s postsecondary education 28 and career options. Additionally, the plan shall 29 include a timeline for each student to successfully 30 complete, prior to graduation, all components of the 31 state-designated career information and decision-making 32 system administered by the department in accordance 33 with section 118 of the federal Carl D. Perkins Career 34 and Technical Education Improvement Act of 2006, Pub. 35 L. No. 109-270. The student’s parent or guardian shall 36 sign the core curriculum graduation plan developed with 37 the student and the signed plan shall be included in 38 the student’s cumulative records. 39 2. For the school year beginning July 1, 2008, 40 and each succeeding school year, the The board of 41 directors of each school district shall report annually 42 to each student enrolled in grades nine through twelve 43 in the school district, and, if the student is under 44 the age of eighteen, to each student’s parent or 45 guardian, the student’s progress toward meeting the 46 goal of successfully completing the core curriculum 47 and high school graduation requirements adopted by the 48 state board of education pursuant to section 256.7, 49 subsection 26 . 50 -6- SF431.1001 (3) 86 kh/rj 6/ 8
