initiative

fund.

1.
As
used
in
this
section,
unless
the
context
6
otherwise
requires
“employment
transportation”
means
7
an
urban
or
rural
program
or
service
that
provides
8
an
individual
with
transportation
solely
to
or
from
a
9
workplace,
including
but
not
limited
to
the
following
10
programs
and
services:
11
a.
Expanding
or
sustaining
existing
transportation
12
services
or
service
hours.
13
b.
Coordinating
ride
share
services,
including
car
14
pool
or
van
pool
services.
15
c.
Shuttle
services.
16
2.
The
Iowa
employment
rides
initiative
is
17
established
in
the
department
to
provide
funds
to
18
public
transit
systems
for
programs
and
services
that
19
provide
employment
transportation
to
Iowans.
20
3.
The
department
shall
award
funds
from
the
21
initiative
on
a
competitive
grant
basis.
A
grant
shall
22
not
exceed
one
hundred
fifty
thousand
dollars.
A
grant
23
application
shall
contain
a
commitment
from
the
public
24
transit
system
of
at
least
a
dollar-for-dollar
match
of
25
the
grant
funds
awarded.
Moneys
charged
to
individuals
26
receiving
employment
transportation
services
cannot
27
be
used
as
matching
funds.
Grant
funds
shall
be
used
28
only
for
operational
costs
directly
associated
with
29
providing
employment
transportation
and
shall
not
be
30
used
for
capital
expenditures
or
construction.

4.
A
public
transit
system
may
coordinate
32
with
other
local,
state,
or
federal
governmental
33
agencies
and
private
nonprofit
organizations
in
the
34
administration
of
a
program
or
service
receiving
a
35
grant
under
the
initiative
and
in
expenditure
of
grant
36
funds.

5.
The
department
shall,
by
January
1
each
year,
38
submit
a
report
to
the
general
assembly
on
the
outcomes
39
of
the
initiative,
including
the
grant
amount,
the
40
type
of
program
or
service
receiving
funds,
and
the
41
number
of
individuals
served
for
each
grant
awarded
42
by
the
initiative.
As
a
condition
of
having
received
43
a
grant
from
the
initiative,
a
public
transit
system
44
shall
provide
the
department
with
information
on
any
45
program
or
service
for
which
the
public
transit
system
46
is
awarded
a
grant
from
the
initiative.

6.
The
department
shall
adopt
rules
pursuant
to
48
chapter
17A
to
administer
the
initiative,
including
but
49
not
limited
to
an
application
process
and
grant
award

a.
An
Iowa
employment
rides
fund
is
created
in

the
state
treasury
under
the
control
of
the
department.

The
fund
shall
consist
of
moneys
appropriated
to
the

department
and
any
other
moneys
available
to,
obtained,
5
or
accepted
by
the
department
for
placement
in
the
6
fund.
7
b.
Moneys
in
the
fund
shall
be
used
to
provide
8
grants
under
the
Iowa
employment
rides
initiative
9
established
in
this
section.
10
c.
Moneys
in
the
fund
are
not
subject
to
section
11
8.33.
Notwithstanding
section
12C.7,
subsection
2,
12
interest
or
earnings
on
moneys
in
the
fund
shall
be
13
credited
to
the
fund.
