condition
of
the
appropriation
made
in

the
department
of
agriculture
and
land

stewardship,
in
cooperation
with
the
department
of

natural
resources,
shall
use
moneys
contained
in
the

water
quality
initiative
fund
to
update
the
latest
7
version
of
the
publication
entitled
the
“Iowa
Nutrient
8
Reduction
Strategy”.
The
updated
publication
shall
9
include
targeted
goals
and
specific
action
steps
10
in
order
to
achieve
a
twenty
percent
nitrogen
and
11
phosphorus
load
reduction
at
the
watershed
scale
by
12
the
year
2025,
as
described
in
the
Mississippi/Gulf
of
13
Mexico
watershed
nutrient
task
force’s
“2015
Report
to
14
Congress”.
The
department
shall
present
the
updated
15
publication
for
approval
by
the
water
resources
16
coordinating
council
established
pursuant
to
section
17
466B.3
and
shall
submit
the
approved
publication
to
the
18
governor
and
general
assembly
by
December
31,
2016.
