Section 456A.33A, Code 2016, is amended 3 to read as follows: 4 456A.33A Watershed priority. 5 1. a. The commission shall each year establish 6 and maintain a priority list of watersheds which are 7 of highest importance based on soil loss to be used 8 for the allocation of moneys set aside in annual 9 appropriations from the general fund to the department 10 of agriculture and land stewardship for permanent soil 11 conservation practices under chapter 161A on watersheds 12 above publicly owned lakes. 13 b. The commission may consider factors that 14 contribute to the watershed’s comparative value to the 15 state and local communities located in the watershed, 16 including the populations served by the watershed, the 17 use of the watershed as a source of drinking water, 18 the existence of a rare or valuable ecological system, 19 and recreational opportunities associated with the 20 watershed. 21 2. Chapter 17A does not apply to this section . 22 Sec. ___. Section 466B.3, subsection 6, paragraph 23 b, subparagraph (8), Code 2016, is amended to read as 24 follows: 25 (8) Develop a protocol which identifies 26 high-priority watersheds, including local and 27 community-based subwatersheds, and which appropriately 28 directs resources to those watersheds.
