A
landowner
may
submit
a
design
to
the
district

rules
as
necessary
to

administer
this
section,

shall

the
following:

a.
Design
standards
and
specifications.
The

division
shall
adopt
in
whole
or
in
part
the
standards

and
specifications
of
the
United
States
department
of
14
agriculture,
natural
resources
conservation
service.

b.
A
process
to
approve
designs
for
qualifying
16
practices,
which
may
be
established
by
a
person
having
17
a
practical
knowledge
of
land
use
and
row
crop
farming,
18
that
are
relatively
inexpensive
to
establish
and
19
maintain,
and
that
remain
highly
effective
for
a
long
20
period
of
time.

c.
A
schedule
of
amounts
of
cost-share
moneys
or
22
other
financing
available
under
this
chapter
that
may
23
be
used
to
finance
specific
qualifying
practices.

3.
The
commissioners
are
not
required
to
provide
25
for
the
submission
of
bids
to
establish
a
qualifying
26
practice,
unless
otherwise
provided
in
rules
adopted
27
by
the
division.

4.
A
landowner
shall
not
receive
cost-share
moneys

for
preparing
or
submitting
a
design
to
a
district.
