By striking page 2, line 24, through page 3, 2 line 25, and inserting: 3 < (1) (a) Prior to its approval of an urban renewal 4 plan which provides for a division of revenue pursuant 5 to section 403.19 , the municipality shall mail the 6 proposed plan by regular mail to the affected taxing 7 entities. The municipality shall include with the 8 proposed plan notification of a consultation to be held 9 between the municipality and affected taxing entities 10 prior to the public hearing on the urban renewal plan. 11 (b) If Except as prohibited under subparagraph 12 division (c), if the proposed urban renewal plan 13 or proposed urban renewal project within the urban 14 renewal area includes the use of taxes resulting 15 from a division of revenue under section 403.19 for 16 a public building, including but not limited to a 17 police station, fire station, administration building, 18 swimming pool, hospital, library, recreational 19 building, city hall, or other public building that is 20 exempt from taxation, including the grounds of, and the 21 erection, equipment, remodeling, maintenance, repair, 22 or reconstruction of, and additions or extensions 23 to, such a building, the municipality shall include 24 with the proposed plan notification an analysis of 25 alternative development options and funding for the 26 urban renewal area or urban renewal project and the 27 reasons such options would be less feasible than the 28 proposed urban renewal plan or proposed urban renewal 29 project. A copy of the analysis required in this 30 subparagraph shall be included with the urban renewal 31 report required under section 331.403 or 384.22 , as 32 applicable, and filed by December 1 following adoption 33 of the urban renewal plan or project. 34 (c) Urban renewal plans and urban renewal projects 35 -1- HF2435.3301 (3) 86 md/sc 1/ 2 #1.
approved on or after the effective date of this Act 1 shall not include the use of taxes resulting from 2 a division of revenue under section 403.19 for a 3 public building, including but not limited to an 4 administration building, swimming pool, hospital, 5 library, recreational building, city hall, or 6 other public building that is exempt from taxation, 7 including the grounds of, and the erection, equipment, 8 remodeling, maintenance, repair, or reconstruction 9 of, and additions or extensions to, such a building. 10 The prohibition under this subparagraph division (c) 11 against the use of taxes resulting from a division of 12 revenue for a public building shall not apply to a 13 public building that is a police station, fire station, 14 or a public building used for public safety services, 15 including but not limited to emergency medical service 16 or hazardous materials response. > 17 ______________________________ R.
