DRUG ENDANGERED CHILDREN WORKGROUP. 4 1. The governor’s office of drug control policy 5 shall convene a stakeholder workgroup to meet during 6 the 2016 legislative interim to examine issues and 7 develop policy recommendations relating to the 8 protection and safety of drug endangered children for 9 purposes of child in need of assistance and child abuse 10 proceedings. The workgroup shall request relevant 11 data and outcome measures relating to drug endangered 12 children from workgroup member organizations and from 13 state departments and agencies, including but not 14 limited to the departments of human services and public 15 safety, the juvenile court, the judicial branch, and 16 other appropriate organizations. The workgroup shall 17 comprehensively review and analyze such information and 18 propose a statutory definition of a drug endangered 19 child for purposes of child in need of assistance and 20 child abuse proceedings. 21 2. The workgroup shall be composed of all of the 22 following members: 23 a. Four members of the general assembly appointed 24 to serve in an ex officio, nonvoting capacity. The 25 legislative members shall be selected, one member each, 26 by the majority leader of the senate, the minority 27 leader of the senate, the speaker of the house of 28 representatives, and the minority leader of the house 29 of representatives. 30 b. Fifteen voting members to include all of the 31 following: 32 (1) One representative from each of the following: 33 (a) The division of criminal and juvenile justice 34 planning in the department of human rights. 35 -1- SF2258.3080 (2) 86 rh/nh 1/ 2 #1.
(b) The department of human services. 1 (c) The child advocacy board. 2 (d) The department of justice. 3 (e) The judicial branch. 4 (f) The governor’s office of drug control policy. 5 (g) The Iowa alliance for drug endangered children. 6 (h) The Iowa county attorneys association. 7 (i) The Iowa state sheriffs’ and deputies’ 8 association. 9 (j) A child welfare service provider group. 10 (k) A health care provider group. 11 (l) A mental health care provider group. 12 (m) A substance abuse provider group. 13 (n) A peace officer group. 14 (2) A child abuse prevention advocate. 15 3. The workgroup shall meet up to two times during 16 the 2016 legislative interim and shall submit findings 17 and recommendations in a report to the general assembly 18 by December 15, 2016. 19 4. If possible, organizations participating in 20 the workgroup shall absorb costs associated with the 21 workgroup. The governor’s office of drug control 22 policy shall pay other costs associated with the 23 workgroup, not to exceed one thousand dollars, from the 24 operating budget of the office. > 25 2.
