Senate File 2275 H-8101 Amend Senate File 2275, as passed by the Senate, as 1 follows: 2 1. By striking everything after the enacting clause 3 and inserting: 4 < Section 1. Section 157.1, subsection 5, paragraph 5 a, Code 2016, is amended to read as follows: 6 a. Arranging, braiding, dressing, curling, waving, 7 press and curl hair straightening, shampooing, cutting, 8 singeing, bleaching, coloring, or similar works, upon 9 the hair of any person, or upon a wig or hairpiece when 10 done in conjunction with haircutting or hairstyling by 11 any means. “Cosmetology” does not include natural hair 12 braiding. 13 Sec. 2. Section 157.1, Code 2016, is amended by 14 adding the following new subsections: 15 NEW SUBSECTION . 19A. “Mechanical device” means a 16 clip, comb, hairpin, or scissors. 17 NEW SUBSECTION . 24A. “Natural hair braiding” means 18 twisting, wrapping, weaving, extending, locking, or 19 braiding hair by hand or with a mechanical device. 20 “Natural hair braiding” , also known as African-style 21 hair braiding, is not limited to any particular 22 cultural, ethnic, racial, or religious forms of hair 23 styles. 24 a. “Natural hair braiding” includes: 25 (1) The use of natural or synthetic hair 26 extensions, natural or synthetic hair and fibers, 27 decorative beads, or other hair accessories. 28 (2) Minor trimming of natural hair or hair 29 extensions incidental to twisting, wrapping, weaving, 30 extending, locking, or braiding hair. 31 (3) The use of topical agents such as conditioners, 32 gels, moisturizers, oils, and pomades. 33 b. “Natural hair braiding” does not include: 34 (1) The application of dyes, reactive chemicals, or 35 -1- SF2275.2988 (3) 86 tr/nh 1/ 2 #1.
