Page 6, before line 8 by inserting: 4 < DIVISION ___ 5 SCHOOL DISTRICT BUDGET ADJUSTMENT 6 Sec. ___. Section 257.2, subsection 2, Code 2015, 7 is amended by striking the subsection. 8 Sec. ___. NEW SECTION . 257.14A District cost per 9 pupil equity —— budget adjustment. 10 1. The board of directors of a school district 11 with a regular program district cost per pupil that is 12 less than the highest regular program district cost 13 per pupil among all school districts in the state for 14 the same budget year that wishes to receive the budget 15 adjustment under this section may adopt a resolution 16 by May 15 preceding the budget year and shall notify 17 the department of management of the adoption of the 18 resolution and the amount of the budget adjustment to 19 be received. 20 2. a. For budget years beginning on or after July 21 1, 2015, but before July 1, 2018, each school district 22 that satisfies the requirements of subsection 1 shall 23 be eligible for a budget adjustment for that budget 24 year in an amount not to exceed the difference between 25 the school district’s regular program district cost 26 per pupil and the highest regular program district 27 cost per pupil among all school districts in the state 28 multiplied by the district’s budget enrollment. The 29 resolution adopted under subsection 1 may specify a 30 budget adjustment amount that is less than the maximum 31 amount authorized under this paragraph “a” . 32 b. The school district shall fund the budget 33 adjustment increase either by using moneys from its 34 unexpended fund balance or by using cash reserve 35 moneys. 36 3. A budget adjustment received under this section 37 shall not affect the eligibility for or amount of any 38 other budget adjustment authorized by law for the same 39 budget year. In addition, a budget adjustment under 40 this section shall be limited to the budget year for 41 which the adjustment was authorized and shall not be 42 included in any computation of a school district’s cost 43 for any future budget year. 44 Sec. ___. Section 257.34, Code 2015, is amended to 45 read as follows: 46 257.34 Cash reserve information. 47 1. uses funds from its cash reserve during the base year 1 to make up for the amount of state aid not paid, the 2 board of directors of the school district shall include 3 in its general fund budget document information about 4 the amount of the cash reserve used to replace state 5 school foundation aid not paid. 6 2. If a school district uses funds from its 7 cash reserve during the base year to fund a budget 8 adjustment under section 257.14A, the board of 9 directors of the school district shall include in its 10 general fund budget document information about the 11 amount of the cash reserve used for such purpose. 12 Sec. ___. IMPLEMENTATION. Notwithstanding the 13 deadline for adopting a resolution to approve the 14 budget adjustment in section 257.14A, subsection 1, 15 for the school budget year beginning July 1, 2015, 16 the resolution of the board of directors of a school 17 district shall be approved not later than September 1, 18 2015. 19 Sec. ___. EFFECTIVE UPON ENACTMENT. This division 20 of this Act, being deemed of immediate importance, 21 takes effect upon enactment. > 22 2.
