SECRETARY OF STATE FILING FEES REFUND. 4 Notwithstanding the obligation to collect fees pursuant 5 to the provisions of section 489.117, subsection 1, 6 paragraphs “a” and “o”, section 490.122, subsection 7 1, paragraphs “a” and “s”, and section 504.113, 8 subsection 1, paragraphs “a”, “c”, “d”, “j”, “k”, “l”, 9 and “m”, for the fiscal year beginning July 1, 2015, 10 the secretary of state may refund these fees to the 11 filer pursuant to rules established by the secretary of 12 state. The decision of the secretary of state not to 13 issue a refund under rules established by the secretary 14 of state is final and not subject to review pursuant 15 to chapter 17A. 16 Sec. 23. ADDRESS CONFIDENTIALITY PROGRAM —— 17 SURCHARGE APPROPRIATION. For the fiscal year beginning 18 July 1, 2015, and ending June 30, 2016, there is 19 appropriated from the surcharges collected by the clerk 20 of the district court and deposited in the address 21 confidentiality program revolving fund created in 2015 22 Iowa Acts, House File 585, if enacted, the amount of 23 up to $47,300 to the office of the secretary of state 24 to administer the address confidentiality program 25 established in 2015 Iowa Acts, House File 585, if 26 enacted. 27 Sec. 24. ADDRESS CONFIDENTIALITY PROGRAM —— GENERAL 28 FUND APPROPRIATION. For the fiscal year beginning 29 July 1, 2015, and ending June 30, 2016, there is 30 appropriated from the general fund of the state to 31 the treasurer of state for deposit in the address 32 confidentiality program revolving fund created in 2015 33 Iowa Acts, House File 585, if enacted, the amount of 34 $47,225. There is appropriated to the office of the 35 secretary of state from the address confidentiality 36 program revolving fund the amount of $47,225 to be used 37 for the start-up costs of implementing the address 38 confidentiality program established in 2015 Iowa Acts, 39 House File 585, if enacted. Notwithstanding 2015 Iowa 40 Acts, House File 585, if enacted, the office of the 41 secretary of state is not required to reimburse the 42 general fund of the state for any moneys appropriated 43 pursuant to this section. 44 Sec. 25. As a condition of 32 receiving an appropriation, any agency appropriated 33 moneys pursuant to this 2015 Act shall give first 34 preference when purchasing a product to an Iowa product 35 or a product produced by an Iowa-based business. 36 Second preference shall be given to a United States 37 product or a product produced by a business based in 38 the United States. 39 Sec. 29. PERSONNEL SETTLEMENT AGREEMENT 40 PAYMENTS. As a condition of the appropriations in 41 this Act, the moneys appropriated and any other moneys 42 available shall not be used for payment of a personnel 43 settlement agreement that contains a confidentiality 44 provision intended to prevent public disclosure of the 45 agreement or any terms of the agreement. 46 Sec. 30.
