Page 20, after line 4 by inserting: 4 < Sec. ___. Section 321.276, subsection 5, Code 5 2015, is amended by striking the subsection. > 6 3. Page 20, by striking lines 23 through 31 and 7 inserting: 8 < (1) (a) A Subject to subparagraph division (b), 9 a statement printed on it as follows: “Unauthorized 10 use of this placard as indicated in Iowa Code chapter 11 321L may result in a fine, invalidation of the placard, 12 or revocation of the right to use the placard. This 13 placard shall be displayed only when the vehicle is 14 parked in a persons with disabilities parking space or 15 in a parking space not designated as a persons with 16 disabilities parking space if a wheelchair parking cone 17 is used pursuant to Iowa Code section 321L.2A .” 18 (b) After the department has issued the existing 19 supply of placards bearing the statement set forth in 20 subparagraph division (a), the statement printed on 21 each newly issued placard shall be as follows: “Remove 22 from mirror before operating vehicle.” > 23 4. Page 22, after line 21 by inserting: 24 < Sec. ___. REDUCTION OF UNINSURED MOTORISTS 25 STUDY. The department of transportation shall 26 conduct a study with the goal of identifying the 27 most beneficial and cost-effective way to reduce the 28 number of uninsured persons operating motor vehicles 29 on the highways of this state. The department may 30 invite interested parties to participate in the study, 31 including but not limited to representatives from the 32 department of public safety, the insurance division of 33 the department of commerce, law enforcement agencies, 34 the private insurance community, and the general 35 public. On or before January 1, 2016, the department 36 shall submit a report to the governor and the general 37 assembly providing the department’s findings and 38 recommendations, including any proposed legislation. > 39 5.
