conduct
outreach,

training
programs

the
general

law
enforcement
agencies,

responders,

potential
victims,
and
persons
conducting

regularly

dealing
with
businesses

ventures
that
have

a
high
statistical
incidence
of
debt
bondage

forced
labor

programs
shall
train

participants
to
recognize

incidents

trafficking
