will
not
interfere
with
the
person’s
progress
in

school
.
A
written
agreement,
as
defined
in
section

92.11,
subsection
1
,
shall
not
be
required
for
the

issuance
of
a
work
permit
under
this
section
.

2.
Section
92.11,

paragraph

amended
to
read
as
follows:

work
permit,

for
migrant
laborers,
shall

be
issued
only
by
the
superintendent
of
schools
or

department
of
workforce
development,
or
by
a
person

authorized
by
said
superintendent
in
writing,
or,

where
there
is
no
superintendent
of
schools,
by
a
24
person
authorized
in
writing
by
the
local
school
board
25
where
such
child
resides,
labor
commissioner
upon
the
26
application
of
the
parent,
guardian,
or
custodian
of

the
child
desiring
such
permit.
The
person
authorized

to
issue
work
permits
application
shall
not
issue
any

such
permit
unless
the
person
has
received,
examined,

approved,
and
filed

read
as

agreement

the

with
the

permit

to
the
employment

of
such
migratory
laborer
.

for
migrant
workers
shall
be

by
the
superintendent
of
schools,
or
the

the

the
work
permit
for
migratory
workers
shall

formulated
by
the
commissioner
and
furnished
by
the

commissioner
to
the
issuing
officer
.

5.
Section
92.13,
Code
2015,
is
amended
to

refusal
of
permit.

The
labor
commissioner
or
the
issuing
officer
may

refuse
to
grant
a
permit
if,
in
the
commissioner’s
or

officer’s
judgment,
the
best
interests
of
the
minor

would
be
served
by
such
refusal
and
the
commissioner
24
or
officer
shall
keep
a
record
of
such
refusals,
and

the
reasons
therefor.

issuance,

height
and
weight,
the
proof
of
age,

the
school
grade
completed,
the
name
and
location
of

the
establishment
where
the
child
is
to
be
employed,

the
industry,
specified
occupation,
a
brief
description

of
duties
for
which
the
permit
is
issued,
and
that
37
the
papers
required
for
its
issuance
have
been
duly
38
examined,
approved,
and
filed
,
and
that
the
person
39
named
therein
has
personally
appeared
before
the
40
officer
issuing
the
permit
and
has
been
examined
.

7.
Section
92.15,
Code

amended
to
