67.
In
order
to
encourage
6
the
promotion
of
moral
improvement
as
required
in
7
Article
IX,
2nd,
section
3,
of
the
Constitution
of
8
the
State
of
Iowa,
develop
and
implement
procedures
9
for
teaching
the
moral
and
ethical
precept
in
all
10
public
schools
of
treating
one
another
as
we
want
to
11
be
treated,
and
the
generous
distribution
of
moral
and
12
ethical
teaching
materials
including
but
not
limited
13
to
the
Bible
in
all
public
school
classrooms.
The
14
department
shall
contract
with
benevolent
organizations
15
for
the
procurement
and
distribution
of
Bibles
and
16
other
moral
and
ethical
teaching
materials
in
public
17
school
classrooms
at
no
cost
to
the
state,
political
18
subdivisions
including
school
districts,
or
any
other
19
public
entity.
Instruction
provided
pursuant
to
20
this
subsection
shall
at
all
times
be
presented
in
21
an
objective
and
secular
manner.
This
subsection
22
shall
not
be
construed
to
require
students
to
read
the
23
Bible
or
other
moral
or
ethical
teaching
materials
as
24
devotional
materials
or
to
engage
in
or
be
present
for
25
any
devotional
activities.
