By
striking
everything
after
the
enacting
clause

and
inserting:

<
Section
1.
CLARINDA
AND
MOUNT
PLEASANT
MENTAL
5
HEALTH
INSTITUTES.
6
1.
Within
sixty
days
after
the
effective
date
7
of
this
Act,
the
department
of
human
services
shall
8
develop
a
comprehensive
transition
plan
for
psychiatric
9
and
substance
abuse
treatment
services
at
the
mental
10
health
institutes
at
Mount
Pleasant
and
Clarinda
11
and
shall
submit
the
plan
to
the
mental
health
12
and
disability
services
commission
for
review
and
13
approval.
Until
such
a
transition
plan
is
approved
14
and
implemented,
the
department
shall
continue
to
15
accept
eligible
patients
into
both
institutes
within
16
each
institute’s
capacity
as
of
June
30,
2014.
The
17
department
shall
also
ensure
that
the
diagnostic
and
18
treatment
service
needs
of
patients
served
through
19
the
acute
inpatient
psychiatric
mental
health
and
20
geropsychiatric
programs
at
the
state
mental
health
21
institute
at
Clarinda
and
through
the
psychiatric
and
22
substance
abuse
recovery
programs
operated
at
the
state
23
mental
health
institute
at
Mount
Pleasant
continue
to
24
be
met
at
those
institutes.

2.
In
developing
a
comprehensive
transition
plan
26
pursuant
to
subsection
1,
the
department
of
human
27
services
shall
work
with
key
stakeholders
including
28
but
not
limited
to
the
departments
of
public
health
29
and
inspections
and
appeals,
the
mental
health
and
30
disability
services
regions,
and
the
university
of
Iowa
31
hospitals
and
clinics
to
ensure
all
of
the
following:
32
a.
That
patients
served
at
the
state
mental
health
33
institutes
at
Clarinda
and
Mount
Pleasant
continue
34
to
receive
the
appropriate
level
of
care
during
any
35
transition
period.
36
b.
That
clinical
and
professional
expertise
37
currently
in
place
at
the
state
mental
health
38
institutes
at
Clarinda
and
Mount
Pleasant
relating
39
to
serious
mental
illness
including
geropsychiatric
40
and
co-occurring
mental
health
and
substance
abuse
41
disorders
is
shared
with
other
state
mental
health
42
institutes
and
community-based
providers
through
43
professional
training
and
case
consultation.

c.
That
alternative
locations
for
the
educational
45
and
training
opportunities
currently
provided
at
the
46
state
mental
health
institutes
at
Clarinda
and
Mount
47
Pleasant
have
been
identified.

d.
That
appropriate
funding,
including
Medicaid
49
reimbursement
methods
and
transitional
funding,
has

necessary
steps

to

access
the
funding.

3.
The
department
of
human
services
shall
report

to
the
chairpersons
and
ranking
members
of
the
joint

appropriations
subcommittee
on
health
and
human

services
on
a
quarterly
basis
on
the
development
and
6
implementation
of
the
comprehensive
transition
plan.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
8
deemed
of
immediate
importance,
takes
effect
upon
9
enactment.
