reviewed
by
a
city

works
department
as
set
forth
in

section
455B.183
.
If,
during
the
review
of
the
12
plans
and
specifications
for
a
disposal
system,
a
13
disagreement
arises
in
regard
to
whether
such
plans
14
and
specifications
satisfy
the
statewide
standards
15
established
pursuant
to
section
455B.173,
subsection
16
8,
the
applicant
may
request
an
interim
appeal
to
17
the
director.
If
a
request
for
an
interim
appeal
18
is
received
by
the
director,
the
director
shall
19
meet
with
the
applicant
and
department
personnel
20
and
shall
make
a
written
determination
in
regard
21
to
whether
the
submitted
plans
and
specifications
22
satisfy
the
statewide
standards
and
reasonably
23
assure
reliable
compliance
with
applicable
permit
24
requirements,
and
whether
an
exception
to
the
statewide
25
standards
is
warranted.
The
director
shall
issue,
26
revoke,
suspend,
modify,
or
deny
permits
for
the
27
operation,
installation,
construction,
addition
to,
28
or
modification
of
any
disposal
system
or
public
29
water
supply
system
except
for
sewer
extensions
and
30
water
supply
distribution
system
extensions
which
are
31
reviewed
by
a
city
or
county
public
works
department
32
as
set
forth
in
section
455B.183
.
The
director
shall
33
also
issue,
revoke,
suspend,
modify,
or
deny
permits
34
for
the
discharge
of
any
pollutant,
or
for
the
use
or
35
disposal
of
sewage
sludge.
The
permits
shall
contain
36
conditions
and
schedules
of
compliance
as
necessary
to
37
meet
the
requirements
of
this
part
of
this
division
38
or
chapter
459,
subchapter
III
,
the
federal
Water
39
Pollution
Control
Act
and
the
federal
Safe
Drinking
40
Water
Act.
A
permit
issued
under
this
chapter
for
the
41
use
or
disposal
of
sewage
sludge
is
in
addition
to
and
42
must
contain
references
to
any
other
permits
required
43
under
this
chapter
.
The
director
shall
not
issue
or
44
renew
a
permit
to
a
disposal
system
or
a
public
water
45
supply
system
which
is
not
viable.
If
the
director
46
has
reasonable
grounds
to
believe
that
a
disposal
47
system
or
public
water
supply
system
is
not
viable,
the
48
department
may
require
the
system
to
submit
a
business
49
plan
as
a
means
of
determining
viability.
