According to the Guttmacher institute, 182,690 5 Iowa women were in need of publicly supported family 6 planning services in 2012. 7 b. According to a study in 2009 by the university 8 of Iowa public policy center entitled “The Cost of 9 Unintended Pregnancy in Iowa”, every dollar invested 10 in family planning services saved $15.12 in public 11 expenditures over a five-year time period. 12 c. Improving the health and well-being of women is 13 a goal of the healthiest state initiative. 14 d. Access to comprehensive reproductive health care 15 is critical to improving the health and well-being of 16 women. 17 e. Significant racial and ethnic disparities exist 18 in women’s health, particularly in maternal mortality, 19 infant mortality, and incidence of premature or low 20 birth weight births. 21 f. Lesbian, gay, bisexual, and transgender women 22 have unique health care needs and confront a unique set 23 of disparities in the current health care system. 24 g. Approximately half of pregnancies are 25 unintended, and preventing unintended pregnancies 26 benefits child health, maternal health, and the health 27 and well-being of families and society as a whole. 28 h. The United States centers for disease control 29 and prevention included family planning in their 30 published list of the “Ten Great Public Health 31 Achievements in the 20th Century”. 32 i. Many women lack access to comprehensive, 33 affordable insurance coverage, even though all women 34 should have such coverage for all pregnancy-related 35 care, including prenatal care, miscarriage management, 36 family planning services, abortion, labor and delivery 37 services, and postnatal care. 38 j. According to the Guttmacher institute, more 39 abortion restrictions were enacted in the period from 40 2011-2013 than in the entire previous decade. 41 2. It is the intent of the general assembly to do 42 all of the following: 43 a. Make improving women’s health a priority. 44 b. Ensure that all women have access to the best 45 available, scientifically based health care. 46 c. Ensure that women have access to safe 47 childbearing, with resources available to reduce 48 maternal and infant morbidity and mortality. 49 d. whether to have children, the number and spacing 1 of their children, and to have medically accurate 2 information, education, and access to health services 3 to make these decisions. 4 e. Ensure that women have access to affordable 5 insurance coverage for all of their pregnancy-related 6 health care needs, including contraception and 7 abortion, as well as for their general health care 8 needs including coverage through Medicare, the Iowa 9 wellness plan, and the Iowa marketplace choice plan. 10 f. Ensure that women are afforded autonomous 11 decision making, informed consent, privacy, and 12 confidentiality regarding their health care. 13 g. Work to end health disparities for women, 14 including with regard to ethnicity, race, gender, and 15 sexual orientation. > 16 2.
