4.
REVERSION.
1.
Except
as
provided
in
subsection
subsections
2
and
3
,
for
purposes
of
section
8.33
,
unless
specifically
provided
otherwise,
unencumbered
or
unobligated
moneys
made
from
an
appropriation
in
this
division
of
this
Act
shall
not
revert
but
shall
remain
available
for
expenditure
for
the
purposes
designated
until
the
close
of
the
fiscal
year
that
ends
three
years
after
the
end
of
the
fiscal
year
for
which
the
appropriation
is
made.
However,
if
the
project
or
projects
for
which
such
appropriation
was
made
are
completed
in
an
earlier
fiscal
year,
unencumbered
or
unobligated
moneys
shall
revert
at
the
close
of
that
same
fiscal
year.
2.
For
purposes
of
section
8.33,
unless
specifically
provided
otherwise,
moneys
appropriated
in
section
3,
subsection
8,
paragraph
“b”,
of
this
division
of
this
Act
as
amended
by
2012
Iowa
Acts,
chapter
1140,
section
18
,
that
remain
unencumbered
or
unobligated
at
the
close
of
the
fiscal
year
beginning
July
1,
2014,
shall
not
revert
but
shall
remain
available
for
the
purpose

until
the

APPROPRIATIONS.
It
is
the
intent
of
the
general
assembly
that
future
appropriations
from
the
rebuild
Iowa
infrastructure
fund
should
be
used,
to
the
greatest
extent
possible,
for
public
vertical
infrastructure
projects
that
involve
major
maintenance
of
state
government
facilities
necessary
for
the
