We,
the
undersigned
members
of
the
conference
committee
appointed
to
resolve
the
differences
between
the
Senate
and
House
of
Representatives
on
Senate
File
175,
a
bill
for
an
Act
establishing
the
categorical
state
percent
of
growth,
respectfully
make
the
following
report:

That

House
recedes
from
its
amendment,
S-5002.

That
Senate
File
175,
as
passed
by
the
Senate,
is
amended
to
read
as
follows:

By
striking
everything
after
the
enacting
clause
and
inserting:

Section
257.8,
subsection
2,
Code
2016,
is
amended
to
read
as
follows:

Categorical
state
percent
of
growth.
The
categorical
state
percent
of
growth
for
the
budget
year
beginning
July
1,
2013,
is
two
percent.
The
categorical
state
percent
of
growth
for
the
budget
year
beginning
July
1,
2014,
is
four
percent.
The
categorical
state
percent
of
growth
for
the
budget
year
beginning
July
1,
2015,
is
one
and
twenty-five
hundredths
percent.
The
categorical
state
percent
of
growth
for
the
budget
year
beginning
July
1,
2016,
is
two
and
twenty-five
hundredths
percent.
The
categorical
state
percent
of
growth
for
each
budget
year
shall
be
established
by
statute
which
shall
be
enacted
within
thirty
days
of
the
submission
in
the
year
preceding
the
base
year
of
the
governor’s
budget
under
section
8.21
.
The
establishment
of
the
categorical
state
percent
of
growth
for
a
budget
year
shall
be
the
only
subject
matter
of
the
bill
which
enacts
the
categorical
state
percent
of
growth
for
a
budget
year.
The
categorical
state
percent
of
growth
may
include
state
percents
of
growth
for
the
teacher
salary
supplement,
the
professional
development
supplement,

early
intervention
supplement,
and
the
teacher
leadership
supplement.

IMPLEMENTATION.
The
requirement
of
section
257.8,
subsection
2,
regarding
the
enactment
of
bills
establishing
the
categorical
state
percent
of
growth
within
thirty
days
of
the
submission
in
the
year
preceding
the
base
year
of
the
governor’s
budget
does
not
apply
to
this
Act.
Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
immediate
importance,
takes
effect
upon
enactment.
