Page 28, after line 38 by inserting: 4 < DIVISION ___ 5 CORE CURRICULUM AND CONTENT STANDARD REVISIONS 6 Sec. ___. Section 256.7, subsection 21, paragraph 7 b, subparagraphs (2) and (3), Code 2014, are amended 8 to read as follows: 9 (2) Notwithstanding subparagraph (1), for the 10 school year beginning July 1, 2016, and each succeeding 11 school year, the rules shall provide that all students 12 enrolled in school districts in grades three through 13 eleven shall be administered an assessment during 14 the last quarter of the school year that at a minimum 15 assesses the indicators identified in this paragraph 16 “b” ; is aligned with the Iowa common core standards in 17 both content and rigor; accurately describes student 18 achievement and growth for purposes of the school, the 19 school district, and state accountability systems; and 20 provides valid, reliable, and fair measures of student 21 progress toward college or career readiness. 22 (3) The director shall establish an assessment 23 task force to review and make recommendations for 24 a statewide assessment of student progress on the 25 indicators identified pursuant to this paragraph “b” . 26 The task force shall recommend a statewide assessment 27 that is aligned to the Iowa common core standards and 28 is , at a minimum, valid, reliable, tested, and piloted 29 in Iowa. In addition, in developing recommendations, 30 the task force shall consider the costs to school 31 districts and the state in providing and administering 32 such an assessment and the technical support necessary 33 to implement the assessment. The task force shall 34 submit its recommendations in a report to the director, 35 the state board, and the general assembly by January 36 1, 2015. The task force shall assist with the final 37 development and implementation of the assessment 38 administered pursuant to subparagraph (2). The task 39 force members shall include but not be limited to 40 teachers, school administrators, business leaders, 41 representatives of state agencies, and members of the 42 general public. This subparagraph is repealed July 1, 43 2020. 44 Sec. ___. Section 256.7, subsection 21, paragraph 45 c, Code 2014, is amended to read as follows: 46 c. A requirement that all school districts and 47 accredited nonpublic schools annually report to the 48 department and the local community the district-wide 49 progress made in attaining student achievement goals 50 -1- S5196.4477 (2) 85 kh/jp 1/ 7 #1.
on the academic and other core indicators and the 1 district-wide progress made in attaining locally 2 established student learning goals. The school 3 districts and accredited nonpublic schools shall 4 demonstrate the use of multiple assessment measures in 5 determining student achievement levels. The school 6 districts and accredited nonpublic schools shall also 7 report the number of students who graduate; the number 8 of students who drop out of school; the number of 9 students who are tested and the percentage of students 10 who are so tested annually; and the percentage of 11 students who graduated during the prior school year 12 and who completed a core curriculum . The board shall 13 develop and adopt uniform definitions consistent with 14 the federal No Child Left Behind Act of 2001, Pub. 15 L. No. 107-110 and any federal regulations adopted 16 pursuant to the federal Act. The school districts 17 and accredited nonpublic schools may report on other 18 locally determined factors influencing student 19 achievement. The school districts and accredited 20 nonpublic schools shall also report to the local 21 community their results by individual attendance 22 center. 23 Sec. ___. Section 256.7, subsection 26, paragraph 24 a, unnumbered paragraph 1, Code 2014, is amended to 25 read as follows: 26 Adopt rules that establish a core curriculum and 27 high school graduation requirements for all students 28 in school districts and accredited nonpublic schools 29 that include at a minimum satisfactory completion of 30 four years of English and language arts, three years of 31 mathematics, three years of science, and three years of 32 social studies. 33 Sec. ___. Section 256.7, subsection 26, paragraph 34 a, subparagraph (3), Code 2014, is amended by striking 35 the subparagraph. 36 Sec. ___. Section 256.7, subsection 26, paragraphs 37 b and c, Code 2014, are amended by striking the 38 paragraphs. 39 Sec. ___. Section 256.7, subsection 28, Code 2014, 40 is amended to read as follows: 41 28. Adopt a set of core content assessment 42 standards applicable to all students in kindergarten 43 through grade twelve in every school district and 44 accredited nonpublic school. For purposes of this 45 subsection , core content assessment standards” 46 includes reading, mathematics, and science. The core 47 content assessment standards shall be identical to 48 the core content assessment standards included in 49 Iowa’s approved 2006 standards and assessment system 50 -2- S5196.4477 (2) 85 kh/jp 2/ 7
under Tit. I of the federal Elementary and Secondary 1 Education Act of 1965, 20 U.S.C. § 6301 et seq., 2 as amended by the federal No Child Left Behind Act 3 of 2001, Pub. L. No. 107-110. School districts and 4 accredited nonpublic schools shall include, at a 5 minimum, the core content assessment standards adopted 6 pursuant to this subsection in any set of locally 7 developed content standards. School districts and 8 accredited nonpublic schools are strongly encouraged to 9 set higher expectations in local standards. As changes 10 in federal law or regulation occur, the state board 11 is authorized to amend the core content assessment 12 standards as appropriate. 13 Sec. ___. Section 256.9, subsection 53, paragraph 14 a, Code 2014, is amended to read as follows: 15 a. Develop and distribute, in collaboration with 16 the area education agencies, core curriculum technical 17 assistance and implementation strategies that school 18 districts and accredited nonpublic schools shall 19 utilize, including but not limited to the development 20 and delivery of formative and end-of-course model 21 assessments classroom teachers may use to measure 22 student progress on the core curriculum adopted 23 pursuant to section 256.7, subsection 26 . The 24 department shall, in collaboration with the advisory 25 group convened in accordance with paragraph “b” 26 and educational assessment providers, identify and 27 make available to school districts end-of-course 28 and additional model end-of-course and additional 29 assessments to align with the expectations included in 30 the Iowa core curriculum. The model assessments shall 31 be suitable to meet the multiple assessment measures 32 requirement specified in section 256.7, subsection 21 , 33 paragraph “c” . 34 Sec. ___. Section 256.9, subsection 54, Code 2014, 35 is amended by striking the subsection. 36 Sec. ___. Section 256.40, subsection 2, paragraph 37 e, Code 2014, is amended to read as follows: 38 e. Integrate services provided through the program 39 with other career exploration-related activities such 40 as the student core curriculum graduation plan and 41 the career information and decision-making system 42 developed and administered under section 279.61 , where 43 appropriate. 44 Sec. ___. Section 256.42, subsection 6, Code 2014, 45 is amended to read as follows: 46 6. Coursework offered under the initiative shall 47 be rigorous and high quality, and the department 48 shall annually evaluate the quality of the courses and 49 ensure that coursework is aligned with the state’s core 50 -3- S5196.4477 (2) 85 kh/jp 3/ 7
curriculum and core content requirements and assessment 1 standards adopted pursuant to section 256.7, subsection 2 28 , as well as national standards of quality for 3 online courses issued by an internationally recognized 4 association for kindergarten through grade twelve 5 online learning. 6 Sec. ___. Section 257.11, subsection 11, Code 2014, 7 is amended to read as follows: 8 11. Shared classes and curriculum standards. A 9 school district shall ensure that any course made 10 available to a student through any sharing agreement 11 between the school district and a community college 12 or any other entity providing course programming 13 pursuant to this section to students enrolled in the 14 school district meets the expectations contained in 15 the core curriculum adopted pursuant to section 256.7, 16 subsection 26 . The school district shall ensure that 17 any course that has the capacity to generate college 18 credit shall be equivalent to college-level work. 19 Sec. ___. Section 258.4, subsection 8, Code 2014, 20 is amended to read as follows: 21 8. Establish a minimum set of competencies and 22 core curriculum for approval of a vocational program 23 sequence that addresses the following: new and 24 emerging technologies; job-seeking, job-keeping, and 25 other employment skills, including self-employment and 26 entrepreneurial skills, that reflect current industry 27 standards, leadership skills, entrepreneurial, and 28 labor-market needs; and the strengthening of basic 29 academic skills. 30 Sec. ___. Section 260C.14, subsection 22, paragraph 31 b, Code 2014, is amended to read as follows: 32 b. Collaborate with the state board of regents 33 to meet the requirements specified in section 262.9, 34 subsection 33 , including but not limited to developing 35 a systematic process for expanding academic discipline 36 and meetings between the community college faculty 37 and faculty of the institutions of higher education 38 governed by the state board of regents, developing 39 criteria to prioritize core curriculum areas, promoting 40 greater awareness of articulation-related activities, 41 facilitating additional opportunities for individual 42 institutions to pursue program articulation agreements 43 for career and technical educational programs, and 44 developing and implementing a process to examine a 45 minimum of eight new associate of applied science 46 degree programs for which articulation agreements would 47 serve students’ continued academic success in those 48 degree programs. 49 Sec. ___. is amended to read as follows: 1 4. A school district shall establish prerequisite 2 coursework for each advanced placement course offered 3 and shall describe the prerequisites in the course 4 registration handbook, which shall be provided to every 5 junior high school or middle school student prior to 6 the development of a core curriculum graduation plan 7 pursuant to section 279.61 . 8 Sec. ___. Section 261E.6, subsection 2, Code 2014, 9 is amended to read as follows: 10 2. Notification. The availability and requirements 11 of this program shall be included in each school 12 district’s student registration handbook. Information 13 about the program shall be provided to the student 14 and the student’s parent or guardian prior to the 15 development of the student’s core curriculum graduation 16 plan under section 279.61 . The school district shall 17 establish a process by which students may indicate 18 interest in and apply for enrollment in the program. 19 Sec. ___. Section 261E.8, subsection 1, Code 2014, 20 is amended to read as follows: 21 1. A district-to-community college sharing or 22 concurrent enrollment program is established to be 23 administered by the department to promote rigorous 24 academic or career and technical pursuits and to 25 provide a wider variety of options to high school 26 students to enroll part-time in eligible nonsectarian 27 courses at or through community colleges established 28 under chapter 260C . The program shall be made available 29 to all resident students in grades nine through twelve. 30 Notice of the availability of the program shall be 31 included in a school district’s student registration 32 handbook and the handbook shall identify which courses, 33 if successfully completed, generate college credit 34 under the program. A student and the student’s parent 35 or legal guardian shall also be made aware of this 36 program as a part of the development of the student’s 37 core curriculum graduation plan in accordance with 38 section 279.61 . 39 Sec. ___. Section 261E.9, subsection 2, paragraph 40 b, Code 2014, is amended to read as follows: 41 b. A regional academy may include in its curriculum 42 virtual or internet-based coursework and courses 43 delivered via the Iowa communications network, career 44 and technical courses, core curriculum coursework, 45 courses required pursuant to section 256.7, subsection 46 26 , or section 256.11, subsections 4 and 5 , and 47 asynchronous learning networks. 48 Sec. ___. Information regarding regional academies shall 1 be provided to a student and the student’s parent or 2 guardian prior to the development of the student’s core 3 curriculum graduation plan under section 279.61 . 4 Sec. ___. Section 261E.10, subsection 4, Code 2014, 5 is amended to read as follows: 6 4. Information regarding career academies shall be 7 provided by the school district to a student and the 8 student’s parent or guardian prior to the development 9 of the student’s core curriculum graduation plan under 10 section 279.61 . 11 Sec. ___. Section 262.9, subsection 33, paragraph 12 c, Code 2014, is amended by striking the paragraph. 13 Sec. ___. Section 279.61, Code 2014, is amended to 14 read as follows: 15 279.61 Student plan for progress toward university 16 admissions —— report. 17 1. For the school year beginning July 1, 2008, 18 and each succeeding school year, the The board of 19 directors of each school district shall cooperate 20 with each student enrolled in grade eight to develop 21 for the student a core curriculum plan to guide the 22 student toward the goal of successfully completing, at 23 a minimum, the core curriculum developed high school 24 graduation requirements adopted by the state board of 25 education pursuant to section 256.7, subsection 26 , by 26 the time the student graduates from high school. The 27 plan shall include career options and shall identify 28 the coursework needed in grades nine through twelve 29 to support the student’s postsecondary education 30 and career options. Additionally, the plan shall 31 include a timeline for each student to successfully 32 complete, prior to graduation, all components of the 33 state-designated career information and decision-making 34 system administered by the department in accordance 35 with section 118 of the federal Carl D. Perkins Career 36 and Technical Education Improvement Act of 2006, Pub. 37 L. No. 109-270. The student’s parent or guardian shall 38 sign the core curriculum graduation plan developed with 39 the student and the signed plan shall be included in 40 the student’s cumulative records. 41 2.
