Page 4, after line 36 by inserting: 4 < Sec. ___. Section 914.2, Code 2014, is amended to 5 read as follows: 6 914.2 Right of application. 7 1. Except as otherwise provided in subsection 2 8 and section 902.2 , a person convicted of a criminal 9 offense has the right to make application to the board 10 of parole for recommendation or to the governor for a 11 reprieve, pardon, commutation of sentence, remission 12 of fines or forfeitures, or restoration of rights of 13 citizenship at any time following the conviction. 14 2. A person who is a disqualified elector pursuant 15 to section 48A.6, subsection 1, shall not be permitted 16 to apply to have the person’s right to vote restored 17 unless the person has fully remitted any human 18 trafficking victim surcharge assessed pursuant to 19 section 911.2A. > 20 2.
